APPROVAL OF A CHANGE ORDER TO CONTRACT NO. 25-12 WITH YUNEX,\nLIMITED LIABILITY COMPANY IN THE AMOUNT OF $66,095 FOR\nADDITIONAL CONDUIT INSTALLATION FOR CAPITAL IMPROVEMENT\nPROGRAM PROJECT #2-21-02 – TRAFFIC SIGNAL IMPROVEMENTS\nOn December 16, 2025, City Council awarded the construction contract to\nYunex, Limited Liability Company as the lowest responsive bidder, in the\namount of $284,995 plus a 10% contingency, for video detection and closed-\ncircuit television camera installation as part of the Capital Improvement\nProgram (CIP) Adaptive/Traffic Responsive Signal Control Project (CIP# 2-21-\n01) and Traffic Signal Improvements Project (CIP# 2-21-02). Construction began\non February 17, 2026, and the projects are 95% complete, but additional new\nconduit is required beyond the original specifications in order to complete the\ncable runs for the installation of video detection cameras at the intersections of\nDel Mar Avenue with Wells Street and Angeleno Avenue, respectively.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378(b)(4) of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. APPROVAL OF AMENDMENT NO. 2 TO MEASURE R FUNDING\nAGREEMENT #9200000000MR53221 WITH THE LOS ANGELES COUNTY\nMETROPOLITAN TRANSPORTATION AUTHORITY\nOn July 21, 2020, the City Council approved Measure R Funding Agreement\n#9200000000MR53221 with the Los Angeles County Metropolitan\nTransportation Authority to accept $700,000 in Measure R funds that were\nreallocated from the State Route 710 North Project for the San Gabriel Traffic\nSignal Improvements Project (Project). The Project is approximately 95%\ncomplete, and is anticipated to be finished by September, 2026; however, the\nfunds are programmed to lapse by June 30, 2026 under Amendment No. 1.\nHence the necessity for a Second Amendment which would extend the\nexpiration of the funding until the project is completed.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378(b)(4) of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the Mayor to execute, on\nbehalf of the City, Amendment No. 2 (Funding Agreement\n#9200000000MR53221) to the funding agreement with the Los Angeles County\nMetropolitan Transportation Authority (LACMTA) to extend the San Gabriel\nTraffic Signal Improvement Project (Capital Improvement Program 2-21-02)\ngrant funding through June 30, 2027, ensuring the City remains eligible for\nreimbursement of project costs.

SECOND READING AND ADOPTION OF ORDINANCE NO. 730 AMENDING\nTHE SAN GABRIEL MUNICIPAL CODE RELATED TO DOG LICENSING WITH\nTHE SAN GABRIEL VALLEY HUMANE SOCIETY\nOrdinance No. 730 would amend the City’s Municipal Code provisions related\nto dog licensing to improve efficiency, enhance compliance, and better align\nwith current animal services practices. Specifically, the ordinance replaces the\nCity’s existing July 1 fixed license renewal cycle with a rolling expiration system\nbased on the date of license issuance. At the May 19, 2026, City Council\nmeeting, the City Council introduced Ordinance No. 730 and conducted the\nfirst reading. The ordinance is now presented for second reading and adoption.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council conduct the second reading by title\nonly and adopt Ordinance No. 730 amending the San Gabriel Municipal Code\nto modernize the City’s dog licensing program by transitioning from a fixed\nannual renewal cycle to a rolling, date-based licensing structure.

A. PROPOSED CITYWIDE FEE SCHEDULE FOR FISCAL YEAR 2026-27\nThe citywide fee schedule establishes user fees and charges for various\ndepartment services. On an annual basis, the citywide fee schedule is reviewed\nand updated based on a combination of department input and the consumer\nprice index in the Los Angeles Metro area. The proposed updated citywide fee\nschedule for Fiscal Year 2026-2027 is presented to the City Council for review,\ndirection, and consideration of adoption.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 26-15 updating\nthe Master Fee Schedule for Fiscal Year 2026-2027.

ADOPTION OF THE FISCAL YEAR 2026-27 OPERATING BUDGET, CAPITAL\nIMPROVEMENT PROGRAM, AND APPROPRIATIONS LIMIT\nThe City Council will hold a public hearing to consider adoption of the proposed\nFiscal Year 2026-2027 Operating Budget, Capital Improvement Plan, and\nAppropriations Limit. With the utilization of reserves, the proposed General\nFund budget is balanced, with revenues and transfers-in estimated at\n$59,273,000, and proposed expenditures and transfers-out totaling\n$59,908,000. Expenditures exceed revenues by $635,000 and will be funded by\nGeneral Fund reserves. Across all City funds, total projected revenue is\n$96,850,000 and total proposed expenditures are $96,222,000. The proposed\nCIP includes $9,132,000 in new funding to support ten capital projects.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council conduct a public hearing on the\nproposed 2026-27 operating and capital improvement program budgets, and\nappropriations limit, and after receiving comments and testimony adopt the\nfollowing Resolutions:\n1. Resolution No. 26-16 adopting the 2026-27 Operating Budget.\n2. Resolution No. 26-17 adopting the 2026-27 Capital Improvement Program\nBudget.\n3. CONDUCT A PUBLIC HEARING AND ADOPTION OF RESOLUTION NO. 26-\n23 VACATING AN UNUSED SIDEWALK AREA ALONG THE FRONTAGE OF\n261 SOUTH MISSION DRIVE AND RESERVING A PARKWAY DRAIN\nEASEMENT\nParcel A is a section of unused sidewalk-area within the right-of-way easement\nalong the frontage of the property at 261 South Mission Drive, which currently\noperates as a karaoke lounge. On May 5, 2026, based on staff’s\nrecommendation and as required by the California Streets and Highways Code,\nCity Council adopted Resolution No. 26-11 declaring the City’s intention to\nvacate Parcel A while reserving a parkway drain easement, fixing the time and\nplace for a public hearing at the City Council meeting on June 2, 2026 for all\npersons interested in or objecting the proposed vacation, and directing staff to\npublish and post notices. After hearing and considering all the evidence offered\nby any interested persons at the hearing, if City Council finds that Parcel A is\nunnecessary for present or prospective public use, the City Council may adopt\na resolution vacating it.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Conduct a Public Hearing and consider all public comments regarding this\nmatter; and\n2. Adopt Resolution No. 26-23 vacating an unused sidewalk area along the\nfrontage of 261 South Mission Drive, subject to the reservation of a parkway\ndrain easement to preserve the City’s right to access, maintain, repair,\nreplace, and operate the City-owned drainage facility located within the\nvacated area.

A. POLICY FOR TECHNOLOGY DISRUPTION DURING CITY COUNCIL\nMEETINGS\nSenate Bill 707 requires the adoption of a policy, on or before July 1, 2026,\nwhich addresses disruption of technology for two-way remote public access\nduring City Council meetings. At its meeting of May 19, 2026, the City Council\nauthorized the purchase and installation of an integrated and updated audio-\nvisual platform for two-way remote public access during City Council meetings,\npursuant to Senate Bill (SB) 707. An additional requirement of the Bill is the\nadoption of a policy, on or before July 1, 2026, which addresses disruption of\nthis telephonic or internet service.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council review and approve the policy.

B. DUMPLING AND BEER FESTIVAL: 2025 RECAP AND HIRING AN EVENT\nOPERATOR\nThe Dumpling and Beer Festival (Festival) was introduced in 2015 to showcase\nthe culinary aspect of the City and attract tourism to the Mission District. Over\nthe years, the festival has grown into a community event that celebrates\ndiversity and culture through popular food and drink. Each year the event\nattracts around 5,000-7,000 visitors and this number continues to grow. This\nreport provides a summary of the planning efforts that contribute to the\nfestival’s yearly success, a recap of the 10th Anniversary, and an opportunity to\ndiscuss the possibility of hiring an event operator.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Receive the report on the 2025 recap; and\n2. Review and approve the Professional Services Agreement with MPD Events\nand authorize the City Manager to execute the Agreement.

C. RESOLUTION NO. 26-19 AUTHORIZING THE EXCEPTION OF THE 180-DAY\nWAITING PERIOD TO APPOINT CALIFORNIA PUBLIC EMPLOYEES’\nRETIREMENT SYSTEM (CALPERS) RETIREE RUBEN SORIANO TO INTERIM\nPOLICE CAPTAIN IN ACCORDANCE WITH GOVERNMENT CODE SECTION\n7522.56 AND SECTION 21221(H)\nSince August 2025, the Police Department has experienced vacancies at the\nPolice Lieutenant and Police Captain positions due to retirements and other\nunexpected personnel matters. The department has since filled the Police\nLieutenant vacancy, but the Police Captain position remains vacant pending the\ncompletion of an open-competitive recruitment. Police Captain is a critical\nposition within the Police Department. The department maintains two Police\nCaptain positions due to its size and scope of operations. The Police Captain\nreports directly to the Police Chief and oversees major divisions of the\ndepartment. The position also serves as the department head and\nrepresentative in the Police Chief’s absence. Ruben Soriano is a CalPERs retiree\nfrom the Alhambra Police Department and retired as a Police Lieutenant in\nDecember 2025 after serving the department for more than 28 years. Due to\nhis extensive experience with local law enforcement, Mr. Soriano was identified\nas someone who could help the department during this transitional period for\nits leadership team.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 26-19, which\nprovides an exception of the 180-day waiting period for CalPERS retirees and\nauthorizes the City Manager to appoint CalPERS retiree, Ruben Soriano, to\nInterim Police Captain while a recruitment to fill the position on a permanent\nbasis is completed.

D. DISCUSSION AND DIRECTION ON PLACING A LOCAL SALES AND USE TAX\nMEASURE ON THE NOVEMBER 2026 BALLOT\nSan Gabriel has identified needs of over $100,000,000 in the upcoming years to\nprotect services provided to residents and renovate or replace aging\ninfrastructure. After considering several revenue options for meeting the unmet\nfunding needs, a local Sales and Use Tax has been determined to be the most\nlikely way to accomplish the funding for those future needs. A Sales and Use\nTax of up to one cent could be considered by the City’s voters.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council discuss and provide direction on\nplacing a local Sales and Use Tax on the November 2026 ballot. Specifically,\nstaff is seeking direction on whether to bring a ballot initiative forward and if\nso, at what rate, ranging from one-quarter cent to a full cent.
