D. DISCUSSION AND DIRECTION ON PLACING A LOCAL SALES AND USE TAX\nMEASURE ON THE NOVEMBER 2026 BALLOT\nSan Gabriel has identified needs of over $100,000,000 in the upcoming years to\nprotect services provided to residents and renovate or replace aging\ninfrastructure. After considering several revenue options for meeting the unmet\nfunding needs, a local Sales and Use Tax has been determined to be the most\nlikely way to accomplish the funding for those future needs. A Sales and Use\nTax of up to one cent could be considered by the City’s voters.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council discuss and provide direction on\nplacing a local Sales and Use Tax on the November 2026 ballot. Specifically,\nstaff is seeking direction on whether to bring a ballot initiative forward and if\nso, at what rate, ranging from one-quarter cent to a full cent.
