C. APPROVAL OF A CHANGE ORDER TO CONTRACT NO. 25-12 WITH YUNEX,\nLIMITED LIABILITY COMPANY IN THE AMOUNT OF $66,095 FOR\nADDITIONAL CONDUIT INSTALLATION FOR CAPITAL IMPROVEMENT\nPROGRAM PROJECT #2-21-02 – TRAFFIC SIGNAL IMPROVEMENTS\nOn December 16, 2025, City Council awarded the construction contract to\nYunex, Limited Liability Company as the lowest responsive bidder, in the\namount of $284,995 plus a 10% contingency, for video detection and closed-\ncircuit television camera installation as part of the Capital Improvement\nProgram (CIP) Adaptive/Traffic Responsive Signal Control Project (CIP# 2-21-\n01) and Traffic Signal Improvements Project (CIP# 2-21-02). Construction began\non February 17, 2026, and the projects are 95% complete, but additional new\nconduit is required beyond the original specifications in order to complete the\ncable runs for the installation of video detection cameras at the intersections of\nDel Mar Avenue with Wells Street and Angeleno Avenue, respectively.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378(b)(4) of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the change order to Contract No. 25-12 in the amount of $66,095\nfrom the Capital Improvement Fund Measure R account 122-800-58-97-711\nto cover the additional cost of the electrical conduit installation; and\n2. Authorize the City Manager to approve a change order to Purchase Order\n9608 in the amount of $66,095.
