D. APPROVAL OF AMENDMENT NO. 2 TO MEASURE R FUNDING\nAGREEMENT #9200000000MR53221 WITH THE LOS ANGELES COUNTY\nMETROPOLITAN TRANSPORTATION AUTHORITY\nOn July 21, 2020, the City Council approved Measure R Funding Agreement\n#9200000000MR53221 with the Los Angeles County Metropolitan\nTransportation Authority to accept $700,000 in Measure R funds that were\nreallocated from the State Route 710 North Project for the San Gabriel Traffic\nSignal Improvements Project (Project). The Project is approximately 95%\ncomplete, and is anticipated to be finished by September, 2026; however, the\nfunds are programmed to lapse by June 30, 2026 under Amendment No. 1.\nHence the necessity for a Second Amendment which would extend the\nexpiration of the funding until the project is completed.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378(b)(4) of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the Mayor to execute, on\nbehalf of the City, Amendment No. 2 (Funding Agreement\n#9200000000MR53221) to the funding agreement with the Los Angeles County\nMetropolitan Transportation Authority (LACMTA) to extend the San Gabriel\nTraffic Signal Improvement Project (Capital Improvement Program 2-21-02)\ngrant funding through June 30, 2027, ensuring the City remains eligible for\nreimbursement of project costs.
