8) CONSIDERATION OF PROGRAM YEAR (PY) 2026 COMMUNITY DEVELOPMENT BLOCK\nGRANT (CDBG) ACTION PLAN\nIt is recommended that the City Council take the following actions:\n1. Approve the proposed Program Year (PY) 2026 CDBG Action Plan; and\n2. Designate the City Manager as the official representative of the City to administer the\nprograms, to execute and submit all required agreements, certifications, and documents\nrequired by the U.S. Department of Housing and Urban Development (HUD), and to\nexecute all subrecipient agreements for the use of funds approved in the PY\n2026 Annual Action Plan; and\n3. Authorize the City Manager to negotiate and execute all necessary documents and\nagreements, in such final form as approved by the City Attorney, to carry out the City\nCouncil's direction.
