23. Staff recommends that the City Council adopt three 26-1490\nresolutions related to the Oceanside General Municipal\nElection: calling and giving notice of the General Municipal\nElection to be held on Tuesday, November 3, 2026, for the\nelection of one Council Member to represent District 1, and\none Council Member to represent District 2, and for any\nballot measure(s) that may be authorized by the City\nCouncil; requesting the San Diego County Board of\nSupervisors to consolidate the General Municipal Election\nwith the Statewide General Election to be held on Tuesday,\nNovember 3, 2026, pursuant to Section 10403 of the\nElection Code; and adopting regulations for candidates for\nelective office pertaining to materials submitted to the\nelectorate and the costs thereof for the General Municipal\nElection.\nGENERAL ITEMS\nGeneral Items are normally heard after any 6:00 p.m. Public Hearing Items. However, if time permits, some\nGeneral Items may be heard prior to any 6:00 p.m. Public Hearing Items, following the Consent Calendar.\nOrdinances may be introduced at this time. The City Council/HDB/CDC/OPFA has adopted a policy that it is\nsufficient to read the title of ordinances at the time of introduction and adoption, and that full reading of\nordinances may be waived. After the City Attorney has read the titles, the City Council/HDB/CDC/OPFA may\nintroduce the ordinances in a single vote.
