15. CONSIDER INTRODUCTION OF ORDINANCE NO. 2414, AN UNCODIFIED\nORDINANCE TO DELAY EFFECTUATION AND EXCLUDE CERTAIN INDIVIDUAL\nSITES, ORDINANCE NO. 2415 TO AMEND CHAPTER 36 (ZONING) OF THE SOUTH\nPASADENA MUNICIPAL CODE (SPMC) AND TO THE SOUTH PASADENA ZONING\nMAP TO ADOPT A TRANSIT-ORIENTED DEVELOPMENT ALTERNATIVE PLAN\nPURSUANT TO SENATE BILL 79 (GOVERNMENT CODE SECTIONS 65912.155 ET\nSEQ.), AND ADOPTION OF RESOLUTION NO. 8007 AMENDNIG THE DOWNTOWN\nSPEICIFC PLAN TO REFELCT THE TRANSIT-ORIENTED DEVELOPMENT\nALTERNATIVE PLAN, AND MAKING A DETERMINATION OF EXEMPTION UNDER\nTHE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)\nRecommendation\nIt is recommended that the City Council open the public hearing as has been advertised\nand continue this item until the July, 15, 2026 meeting at 7:00 p.m., at which time the City\nCouncil will be asked to take the following actions after the official SCAG and HCD\ndirectives have been released and confirmed:\n(a) Introduce Ordinance No. 2414 by title only and waive full reading of the ordinance that\nwill delay effectuation and exclude only individual sites designated as historic on a local\nregister (Attachment 1);\n(b) Introduce Ordinance No. 2415 by title only and waive full reading of the ordinance to\nadopt a corresponding Transit-Oriented Development Alternative Plan (“TOD Alternative\nPlan”) by amending Article 2 Division 36.240 of Chapter 36 (Zoning) of the South\nPasadena Municipal Code (SPMC), and the Zoning Map (Attachment 2); and\n5\n(c) Adopt Resolution No. 8007 to amend the Downtown Specific Plan to reflect the\nTransit-Oriented Development Alternative Plan (“TOD Alternative Plan”) (Attachment 3).
