CONSIDER INTRODUCTION OF ORDINANCE NO. 2414, AN UNCODIFIED\nORDINANCE TO DELAY EFFECTUATION AND EXCLUDE CERTAIN INDIVIDUAL\nSITES, ORDINANCE NO. 2415 TO AMEND CHAPTER 36 (ZONING) OF THE SOUTH\nPASADENA MUNICIPAL CODE (SPMC) AND TO THE SOUTH PASADENA ZONING\nMAP TO ADOPT A TRANSIT-ORIENTED DEVELOPMENT ALTERNATIVE PLAN\nPURSUANT TO SENATE BILL 79 (GOVERNMENT CODE SECTIONS 65912.155 ET\nSEQ.), AND ADOPTION OF RESOLUTION NO. 8007 AMENDNIG THE DOWNTOWN\nSPEICIFC PLAN TO REFELCT THE TRANSIT-ORIENTED DEVELOPMENT\nALTERNATIVE PLAN, AND MAKING A DETERMINATION OF EXEMPTION UNDER\nTHE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)\nRecommendation\nIt is recommended that the City Council open the public hearing as has been advertised\nand continue this item until the July, 15, 2026 meeting at 7:00 p.m., at which time the City\nCouncil will be asked to take the following actions after the official SCAG and HCD\ndirectives have been released and confirmed:\n(a) Introduce Ordinance No. 2414 by title only and waive full reading of the ordinance that\nwill delay effectuation and exclude only individual sites designated as historic on a local\nregister (Attachment 1);\n(b) Introduce Ordinance No. 2415 by title only and waive full reading of the ordinance to\nadopt a corresponding Transit-Oriented Development Alternative Plan (“TOD Alternative\nPlan”) by amending Article 2 Division 36.240 of Chapter 36 (Zoning) of the South\nPasadena Municipal Code (SPMC), and the Zoning Map (Attachment 2); and\n5\n(c) Adopt Resolution No. 8007 to amend the Downtown Specific Plan to reflect the\nTransit-Oriented Development Alternative Plan (“TOD Alternative Plan”) (Attachment 3).

CONSIDERATION OF ADOPTION OF RESOLUTION NO. 8008, DECOMMITTING\nCOMMUNITY DEVELOPMENT BLOCK GRANT FUNDS PREVIOUSLY ALLOCATED\nTO THE SENIOR NUTRITION PROGRAM\nRecommendation\nIt is recommended that the City Council:\n1. Conduct a public hearing regarding the proposed decommitment of Community\nDevelopment Block Grant (CDBG) funds previously allocated to the Senior Nutrition\nProgram for Fiscal Year 2025-2026;\n2. Adopt Resolution No. 8008 of the decommitment of $17,604 in CDBG funds from\nthe Senior Nutrition Program; and\n3. Authorize the City Manager, or designee, to take any actions necessary to\nimplement the decommitment and any related budget or program amendments, as\napplicable.\nACTION/DISCUSSION

DISCUSSION AND DIRECTION REGARDING AFTERMARKET ELECTRIC VEHICLE\nCONVERSIONS FOR THE PUBLIC WORKS FLEET AND AUTHORIZATION TO\nPURSUE GRANT FUNDING\nRecommendation\nIt is recommended that the City Council:\n1. Provide general direction regarding pursuing aftermarket Electric Vehicle (EV)\nconversions where Original Equipment Manufacturer (OEM) electric alternatives are\ncurrently unavailable; and\n2. Authorize the City Manager, or designee, to submit a grant application for two (2)\nheavy duty Public Works vehicles through the Transportation Electrification\nAdvancement for Municipalities (TEAM) program funded by the South Coast Air\nQuality Management District (SCAQMD) to provide funding for fifty percent (50%) of\nthe total cost of the vehicles.

Select design alternatives presented for Fremont Avenue, which include Option 2\nfor Segment 1, Option 2A for segments 2 and 3, Option 2 or 5 for segment 3, the\nroundabout concepts at the intersection of Fremont Avenue and Hope Street and\nFremont Avenue and Oxley Street; and\n6\nc. FOR TRAFFIC AND\nTRANSPORTATION ENGINEERING SERVICES RELATED TO AN EVALUATION FOR\nTHE ORANGE GROVE AVENUE CORRIDOR, FOR A NEW TOTAL CONTRACT\nAMOUNT OF $67,800\nRecommendation\nIt is recommended that the City Council approve an amendment to the Task Order with\nGibson Transportation Consultant, Inc, in final form by the City Attorney, to provide traffic\nand transportation engineering services related to an evaluation for the Orange Grove\nAvenue corridor for a new not to exceed total of $67,800.
