8. AWARD OF CONTRACTS FOR PUBLIC WORKS ON- DOWNLOAD\nCALL CONSULTANT SERVICES\nRecommendations:\n1. Approve the selection of firms for the Public Works\nOn-Call Consultant Team for professional consulting\nservices;\n2. Authorize the City Manager to execute professional\nservices agreements, in a form approved by the City\nAttorney, with selected On-Call Consultant Team firms\nfor a three-year period;\n3. Authorize the City Manager to approve and execute\nproject-specific task orders, on an as-needed basis, for\nindividual projects with fees of $100,000 or less, with\neach task order treated as a separate authorization\nunder the City’s Purchasing Policy and Laguna Beach\nMunicipal Code Chapter 2.30;\n4. Authorize staff to return to the City Council for\napproval of any individual task order exceeding\n$100,000; and\n5. Find that the proposed actions are exempt under the\nCalifornia Environmental Quality Act (CEQA)\npursuant to CEQA Guidelines section 15061(b)(3) and\n15308. Or in the alternative that the proposed action is\nnot a “project” under CEQA pursuant to CEQA\nGuidelines section 15378.
