13. AWARD OF CONTRACT TO DONNA M. CLOE, RN DOWNLOAD\nFOR FIRE DEPARTMENT EMERGENCY MEDICAL\nSERVICES EDUCATOR AND CONTINUOUS QUALITY\nIMPROVEMENT SERVICES\nRecommendations:\n1. Award and authorize the City Manager to execute a\ntwo (2) year professional services agreement, with up\nto three (3) one-year extensions, with Donna M. Cloe,\nRN for Emergency Medical Services (EMS) Educator\nand Continuous Quality Improvement (CQI) services\nin an amount not to exceed $175,000; and\n2. Determine that the proposed action is not subject to the\nCalifornia Environmental Quality Act (“CEQA”)\npursuant to CEQA Guidelines Section 15378(b)(5)\nbecause the action involves administrative activities\nthat will not result in direct or indirect physical changes\nto the environment.
