Provide direction regarding the preferred design\napproach and level of improvement for the Village\nGreen Park Playground; and\n3. Find the recommended action consistent with\ngovernment activities, which do not result in a direct or\nindirect physical change in the environment and\ntherefore does not constitute a “Project” within the\nmeaning of the California Environmental Quality Act.
