9.1. Fiscal Year 2026-2027 City of Orange Operating Budget and Five-Year Capital\nImprovement Program\nRecommended Action:\nThe following action items are recommended to adopt the Fiscal Year 2026-2027\nBudget, effective July 1, 2026:\n1. Adopt Resolution No. 11702. A Resolution of the City Council of the City of Orange\nadopting said City’s Budget for the Fiscal Year 2026-27 and authorizing transfer of\nfunds within and between appropriations, transfer of funds between funds, and\nadditional appropriations.\na. Total revenues of $292.4 million and total expenditures of $315.7 million,\nincluding transfers.\nb. General Fund revenues totaling $170.7 million and expenditures totaling\n$169.6 million;\nc. Staffing for Fiscal Year 2026-2027 at 708.7 budgeted FTEs; and\nd. Five-Year Capital Improvement Program.\n2. Adopt Resolution No. 11699. A Resolution of the City Council of the City of Orange\nadopting the appropriations limit for the Fiscal Year 2026-2027.\n3. Adopt Resolution No. 11700.
