CIRCULATION IMPROVEMENT PROGRAM, COPPER HILL DRIVE AT\nWEST HILLS DRIVE AND BOUQUET CANYON ROAD AT CENTRAL PARK,\nPROJECT C0080 - DESIGN CONTRACT - This item considers awarding a design\ncontract for the Circulation Improvement Program, Copper Hill Drive at West Hills Drive\nand Bouquet Canyon Road at Central Park project. The improvements include\nmodifications to the intersection of Copper Hill Drive and West Hills Drive and Central\nPark exit to enhance traffic flow and allow through traffic to continue unimpeded.\nAdditional improvements include reconfiguring the Central Park main access to provide\ndual left-turn lanes and a dedicated right-turn lane onto Bouquet Canyon Road, as well as\nadding a U-turn movement to facilitate westbound circulation from the park’s west exit.\nRECOMMENDED ACTION:\nCity Council:\n1. Award the design contract to Kimley-Horn and Associates, Inc., for the Circulation\nImprovement Program, Copper Hill Drive at West Hills Drive and Bouquet Canyon\nRoad at Central Park, Project C0080, in the amount of $647,162 and authorize a\ncontingency in the amount of $64,716, for a total contract amount not to exceed\n$711,878.\n2. Authorize the City Clerk to accept a dedication and grant of easement for public use\nand road purposes subject to final review by the City Attorney.\n3. Authorize the City Manager or designee to execute an amendment to the Ground\nLease Agreement with Santa Clarita Valley Water Agency for the Central Park Sports\nFacility, expanding the lease boundary subject to City Attorney approval.\n4. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney review.
