FISCAL YEAR 2026-27 ANNUAL LEVY OF ASSESSMENTS AND SPECIAL\nTAXES FOR SPECIAL DISTRICTS - As required by state law, staff presents for City\nCouncil's consideration the Final Engineer's Reports and Annual Reports for the various\nspecial districts and requests approval to provide the Los Angeles County Assessor's\nOffice with all necessary data for the assessments and special taxes to appear on the\nFiscal Year 2026-27 Property Tax Rolls.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct a public hearing for the Landscaping and Lighting District; the Drainage\nBenefit Assessment Areas; the Golden Valley Ranch Open Space Maintenance\nDistrict; the Tourism Marketing District; and the Vista Canyon Wastewater Standby\nDistrict.

CIRCULATION IMPROVEMENT PROGRAM, COPPER HILL DRIVE AT\nWEST HILLS DRIVE AND BOUQUET CANYON ROAD AT CENTRAL PARK,\nPROJECT C0080 - DESIGN CONTRACT - This item considers awarding a design\ncontract for the Circulation Improvement Program, Copper Hill Drive at West Hills Drive\nand Bouquet Canyon Road at Central Park project. The improvements include\nmodifications to the intersection of Copper Hill Drive and West Hills Drive and Central\nPark exit to enhance traffic flow and allow through traffic to continue unimpeded.\nAdditional improvements include reconfiguring the Central Park main access to provide\ndual left-turn lanes and a dedicated right-turn lane onto Bouquet Canyon Road, as well as\nadding a U-turn movement to facilitate westbound circulation from the park’s west exit.\nRECOMMENDED ACTION:\nCity Council:\n1. Award the design contract to Kimley-Horn and Associates, Inc., for the Circulation\nImprovement Program, Copper Hill Drive at West Hills Drive and Bouquet Canyon\nRoad at Central Park, Project C0080, in the amount of $647,162 and authorize a\ncontingency in the amount of $64,716, for a total contract amount not to exceed\n$711,878.\n2. Authorize the City Clerk to accept a dedication and grant of easement for public use\nand road purposes subject to final review by the City Attorney.\n3. Authorize the City Manager or designee to execute an amendment to the Ground\nLease Agreement with Santa Clarita Valley Water Agency for the Central Park Sports\nFacility, expanding the lease boundary subject to City Attorney approval.\n4. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney review.

REFRIGERATION PREVENTATIVE MAINTENANCE AND REPAIR\nSERVICES CONTRACT FOR THE CUBE ICE AND ENTERTAINMENT\nCENTER - This item considers awarding a contract to Complete Thermal Services, Inc.,\nfor Refrigeration Preventative Maintenance and Repair Services for The Cube Ice and\nEntertainment Center.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a three-year contract to Complete Thermal Services, Inc., for preventative\nmaintenance and repair services for the thermal, HVAC, and ammonia refrigeration\nsystems at The Cube Ice and Entertainment Center for an annual amount of $96,820;\nand authorize an annual contingency in the amount of $9,682, for a total contract\namount not to exceed $319,506.\n2. Approve an ongoing appropriation in the amount of $106,502 from the Recreation\nFacility Fund (Fund 120) to Contractual Services Expenditure Account 1205120-\n516101, beginning in FY 2026-27.\n3. Authorize the City Manager, or designee, to execute up to two additional one-year\nrenewal options beginning in Fiscal Year 2029-30, not to exceed the annual contract\namount, plus an adjustment consistent with the appropriate Consumer Price Index.\n4. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney review.

CONTRACT FOR JANITORIAL SERVICES AT THE CUBE ICE AND\nENTERTAINMENT CENTER – City Council consideration of a contract award for\njanitorial services at The Cube Ice and Entertainment Center.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the use of a cooperative agreement through Sourcewell contract #031125-\nNEWG and award a one-year contract to NewGen Cleaning Services, for janitorial\nservices at The Cube Ice and Entertainment Center in the amount of $136,516 and\nauthorize a contingency in the amount of $6,000, for a total contract amount not to\nexceed $142,516.\n2. Approve an ongoing appropriation in the amount of $142,516 from the Recreation\nFacility Fund Balance (Fund 120) to the Janitorial Services Expenditure Account\n1205120-516143, beginning in Fiscal Year 2026-27.\n3. Authorize the City Manager, or designee, to execute an additional one-year renewal\noption, not to exceed the annual contract amount, plus an adjustment consistent with\nthe appropriate Consumer Price Index.\n4. Authorize the City Manager or designee to execute all contracts and associated\ndocuments subject to City Attorney review.

CONSULTANT PREPARATION OF THE ENVIRONMENTAL IMPACT\nREPORT FOR THE SUNRIDGE DEVELOPMENT CONTRACT - Per the\nCalifornia Environmental Quality Act, an Environmental Impact Report must be prepared\nfor the Sunridge Development. This is a request for the City Council to award a contract\nfor the preparation of that required document for the project.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a contract to Michael Baker International, Inc., for the preparation of the\nSunridge Development project Environmental Impact Report (Master Case 24-266) in\nthe amount of $875,102, and authorize a contingency in the amount $370,771, for a\ntotal contract amount not to exceed $1,245,873.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney review.

CONTRACT AMENDMENT FOR CITYWIDE JANITORIAL SERVICES - This\nitem considers an amendment for the existing janitorial services contract with Servicon\nSystems, Inc., to include services at The Rink Sports Pavilion and increase the\nexpenditure authority in the amount of $2,248,280.\nRECOMMENDED ACTION:\nCity Council:\n1. Amend the current contract with Servicon Systems, Inc., to include services at The\nRink Sports Pavilion, increase expenditure authority by $160,743 for a new contract\namount of $2,127,702, and authorize a contingency for $120,578, for a total contract\namount not to exceed $2,248,280.\n2. Appropriate an ongoing expenditure of $49,739 for cost increases related to\nConsumer Price Index adjustments across various accounts, as outlined in Exhibit A,\nto support Citywide janitorial services with Servicon Systems, Inc.\n3. CITYWIDE ENERGY EFFICIENCY PROGRAM - CONTRACT\nMODIFICATION FOR PASEO POLE LIGHTING AND SOLAR PANEL\nINSTALLATIONS - This item considers an amendment to the agreement with\nClimatec, LLC, to authorize the installation of solar panels at three City facilities and the\nreplacement of paseo pole lighting within the Northbridge community to improve system\nreliability and performance.\nRECOMMENDED ACTION:\nCity Council:\n1. Amend the current contract with Climatec, LLC., to authorize the replacement of\npaseo pole lighting in the Northbridge paseo system and solar panel installations in\nthe amount of $2,542,608, for a total contract amount not to exceed $38,027,075.\n2. Increase General Fund Capital Projects Revenue Account 601-462110 (Energy\nRebates) by $2,534,622, and appropriate $2,214,253 to Energy Efficiency\nExpenditure Account R0033601-516101.\n3. Appropriate a one-time budget increase from the Landscape Maintenance District\nFund Balance (Fund 357) to expenditure account 3572425-516113 in the amount of\n$328,355.\n4. FISCAL YEAR 2026-27 ANNUAL OPERATING BUDGET AND CAPITAL\nIMPROVEMENT PROGRAM - At the May 26, 2026, City Council meeting, a public\nhearing was held, the draft budget was presented, and the City Council found the draft\nFiscal Year 2026-27 Capital Improvement Program is consistent with the City of Santa\nClarita's General Plan. This item considers adoption of resolutions pertaining to the\nbudget.\nRECOMMENDED ACTION:\nCity Council and City Council acting as Successor Agency to the former Redevelopment\nAgency of the City of Santa Clarita:\n1. Adopt a resolution adopting the annual budget for Fiscal Year 2026-27, making\nappropriations for the amounts budgeted, and establishing policies for the\nadministration of the adopted annual budget.\n2. Adopt a resolution adopting the Fiscal Year 2026-27 Capital Improvement Program.\n3. Adopt a resolution approving and adopting the annual appropriations limit for Fiscal\nYear 2026-27.\n4. Adopt a resolution electing to receive all or a portion of the tax revenues pursuant to\nthe Health and Safety Code (Community Redevelopment Law).\n5. Adopt a resolution amending the City’s Classification Plan and Salary Schedule,\nproviding for compensation of the employees of the City.

AUTHORIZATION TO AMEND AGREEMENT WITH THE COUNTY OF LOS\nANGELES AND APPROVE FUNDING USES FOR FISCAL YEAR 2026-27\nMEASURE A LOCAL SOLUTIONS FUND ALLOCATION - City Council to\nconsider an amendment to the Los Angeles County FY 2025-26 Agreement to continue\nto receive Measure A funding to support grants for Family Promise and Bridge to Home\nand to fund a Homeless Services Intern to implement the 2025 Community Plan to\nAddress Homelessness.\nRECOMMENDED ACTION:\nCity Council:\n1. Amend contract with Los Angeles County and approve funding uses for the Measure\nA Local Solutions Funds in the amount of $531,272 to be distributed as follows:\n$251,726 to Family Promise for emergency rental assistance to families experiencing\nor at risk of homelessness, $251,726 to Bridge to Home to support continued\noperations of its interim housing site and navigation services; and $27,820 for the\nHomeless Services Intern to support administration of the Santa Clarita Valley Task\nForce on Homelessness.\n2. Increase revenue account 273-462101 (Measure A Miscellaneous Revenue) by\n$531,272 and appropriate $27,820 to expenditure account 2733207-500201 (Measure\nA Homeless Initiative PTS) and $503,452 to expenditure account 2733207-516101\n(Measure A Homeless Initiative Contractual Services).\n3. FISCAL YEAR 2026-2027 LOS ANGELES COUNTY AFFORDABLE HOUSING\nSOLUTIONS AGENCY ANNUAL BUDGET FOR MEASURE A FUNDS - City\nCouncil consideration of the FY 2026-27 Los Angeles County Affordable Housing\nSolutions Agency (LACAHSA) annual budget for Measure A funds, including approval\nof the expenditure plan and authorization to submit the budget to LACAHSA. The budget\nallocates $3,409,431 across Production, Preservation, and Ownership, Technical\nAssistance, and Renter Protection and Homelessness Prevention categories.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the Fiscal Year 2026-27 budget for Los Angeles County Affordable\nHousing Solutions Agency (LACAHSA) funding and authorize its submission.\n2. Increase Measure A LACAHSA revenues and corresponding appropriations as\nfollows: increase revenue account 275-462101 (LACAHSA PPO) by $2,439,239 and\nappropriate the same amount to expenditure account 2753208-517101; increase\nrevenue account 277-462101 (LACAHSA TA) by $138,599 and appropriate the same\namount to expenditure account 2773210-516102.\n3.
