3. A Public Hearing to Consider a Resolution Amending the City of Glendora General Plan Circulation\nElement\nOpen and conduct the Public Hearing, accept the evidence and testimony presented, and in the absence of\nsubstantial testimony to the contrary, recommend that the City Council approve the following:\n— 1. Find and determine that the General Plan Amendment amending the Circulation Element is exempt from\nthe California Environmental Quality Act (CEQA); and\n— 2. Adopt a City Council Resolution entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nGLENDORA, CALIFORNIA, APPROVING A GENERAL PLAN AMENDMENT TO ADOPT THE AMENDED\nCIRCULATION ELEMENT, AND FINDING THE GENERAL PLAN AMENDMENT EXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA).”
