4.\nRESOLUTION PROCLAIMING THE TERMINATION OF THE LOCAL\nEMERGENCY RELATED TO THE NAVY NORTH HANGAR At its\nmeeting on November 10, 2023, the City Council ratified the Acting City\nManager’s Proclamation of Local Emergency related to the fire at the\nNavy’s North Hangar and release of chemicals of public health concern,\nincluding asbestos. The City Council has reviewed and determined the\nneed to continue the local emergency at least once every sixty (60) days\nsince the local emergency was proclaimed, as required by State law. On\nJune 9, 2026, the California Department of Toxic Substances Control\ndetermined that the City of Tustin’s remediation of the Navy North Hangar\nis now complete. In light of that determination, it is recommended that the\nCity Council proclaim the local emergency terminated.\nRecommendation: It is recommended that the City Council: 1. Adopt\nResolution 26-36 (Attachment 2) proclaiming the local emergency related\nto the Navy North Hangar Fire to be terminated; and 2. Receive and file\nthe June 3, 2026 North Hangar Post-Fire Action Summary Report\n(Attachment 3). RESOLUTION 26-36 A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF TUSTIN, CALIFORNIA PROCLAIMING THE\nLOCAL EMERGENCY RELATED TO THE NAVY NORTH HANGAR FIRE\nTO BE TERMINATED. Fiscal Impact: There is no direct impact from\ntermination of the local emergency.
