8B. PUBLIC HEARING REGARDING THE ADOPTION OF THE CITY OF SAN\nCLEMENTE URBAN WATER MANAGEMENT PLAN AND WATER SHORTAGE\nCONTINGENCY PLAN; AND FINDING BOTH PLANS STATUTORILY EXEMPT\nFROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nPublic hearing to consider adopting the 2025 Urban Water Management\nPlan and the 2025 Water Shortage Contingency Plan. Pursuant to Water\nCode Sections 10610 through 10656 of the Urban Water Management\nPlanning Act (Act), every urban water supplier providing water for\nmunicipal purposes to more than 3,000 customers or supplying more than\n3,000 acre-feet of water annually is required to prepare, adopt and file an\nUrban Water Management Plan (UWMP) with the California Department\nof Water Resources (DWR) every five years, in years ending in zero and\nfive. The 2025 UWMP updates are due to DWR by July 1, 2026.\nPotential Action(s)\nIf the City Council concurs with the information provided within this\nAdministrative Report, the appropriate action would be to adopt Resolution\nNos. 26-110 and 26-111, which will:\n1. Find the adoption of the City of San Clemente 2025 Urban Water\nManagement Plan and the adoption of the City of San Clemente 2025\nWater Shortage Contingency Plan statutorily exempt from the California\nEnvironmental Quality Act (CEQA) in accordance with California Water\nCode Section 10652.\n2. Adopt the City of San Clemente 2025 Urban Water Management Plan.\n3. Adopt the City of San Clemente 2025 Water Shortage Contingency Plan.
