15) DISCUSSION AND CONSIDERATION TO APPROVE A SECOND READING TO ADOPT ORDINANCENO. 1742 THAT APPROVES A PROPOSED ZONING CODE UPDATE, SUBDIVISION CODE UPDATE,SPECIFIC PLAN-5 UPDATE, OBJECTIVE DESIGN STANDARDS, AND ZONING MAP UPDATE(HOUSING IMPLEMENTATION PLAN PROJECT OR HIP PROJECT)Recommend that the City Council approve for second reading and adopt Ordinance No. 1742that was introduced for first reading at the City Council meeting of May 18, 2026, in title only,and waive all further readings titled, “An Ordinance of the City Council of the City of SanFernando, California, Approving a Zoning Code Update, Subdivision Code Update, Specific Plan-5 Update, Objective Design Standards, and Zoning Map Update; these actions collectivelyreferred to as the Housing Implementation Plan Project or “HIP Project” in its entirety.
