2. FAIRVIEW ROAD AND BELFAST AVENUE TRAFFIC SIGNAL 26-305\nPROJECT, CITY PROJECT NO. 26-03\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Adopt plans, specifications, and working details for the Fairview Road and\nBelfast Avenue Traffic Signal Project, City Project No. 26-03, and find the\nproject categorically exempt from California Environmental Quality Act\n(CEQA).\n2. Reject the apparent low bid submitted by Elecnor Belco Electric, Inc., 14320\nAlbers Way, Chino, CA 91710 as non-responsive.\n3 Award a Public Works Agreement (PWA) for construction to the apparent\nsecond lowest bidder, Select Electric Inc., 1700 E. Via Burton, Anaheim, CA\n92806, in the amount of $683,584, and authorize a ten percent (10%)\ncontingency in the amount of $68,359.\n4. Authorize the City Manager and the City Clerk to execute the PWA and any\nfuture amendments to the agreements within Council authorized limits.\nENVIRONMENTAL DETERMINATION:\nThe proposed project is exempt from CEQA. The project involves an\norganizational or administrative activity of government that will not result in direct\nor indirect physical change in the environment. The proposed project is\ncategorically exempt under section 15301 relating to the operation, repair,\nmaintenance, permitting, and/or minor alteration of existing public facilities.\nAttachments: 1.
