2. Make the following findings as hereinafter described in this report for the H&S\nProperty and the Carpenter Property:\na) The public interest and necessity require the proposed Project;\nb) The Project is planned or located in a manner that will be most compatible\nwith the greatest public good and the least private injury;\nc) The Property Interests to be acquired are necessary for the Project; and,\nd) The offer of just compensation has been made to the property owner;
