MEMORANDUM OF AGREEMENT WITH THE LOS ANGELES GATEWAYREGION INTEGRATED REGIONAL WATER MANAGEMENT JOINT POWERSAUTHORITY FOR COST SHARING FOR THE INSTALLATION OFMONITORING EQUIPMENT AND MONITORING PURSUANT TO HARBORTOXIC POLLUTANTS TOTAL MAXIMUM DAILY LOAD, FOR A TOTAL COSTOF $3,390.10 OVER FIVE YEARSOn March 23, 201, the United States Environmental Protection Agencyestablished the Total Maximum Daily Load (TMDL) for Toxic Pollutants toprotect and improve water quality in the Dominguez Channel and the GreaterLos Angeles and Long Beach Harbor Waters (Harbor Toxic Pollutants TMDL). Asco-permittees to a National Pollutant Discharge Elimination System MunicipalSeparate Storm Sewer System Permit, the City and the Los Angeles GatewayRegion Integrated Regional Water Management Joint Powers Authority mustmeet Harbor Toxic Pollutants TMDL monitoring and compliance obligations,and currently share the associated costs with this under a three-yearMemorandum of Agreement which expires June 30, 2026.California Environmental Quality Act (CEQA) Determination: Not a Project asdefined in Section 15378 of the State CEQA Guidelines.Recommended Action:Staff recommends that the City Council approve and authorize the CityManager to execute the Memorandum of Agreement with the Los AngelesGateway Region Integrated Regional Water Management Joint PowersAuthority for a five-year term.
