MEMORANDUM OF AGREEMENT WITH THE LOS ANGELES GATEWAYREGION INTEGRATED REGIONAL WATER MANAGEMENT JOINT POWERSAUTHORITY FOR COST SHARING FOR THE INSTALLATION OFMONITORING EQUIPMENT AND MONITORING PURSUANT TO HARBORTOXIC POLLUTANTS TOTAL MAXIMUM DAILY LOAD, FOR A TOTAL COSTOF $3,390.10 OVER FIVE YEARSOn March 23, 201, the United States Environmental Protection Agencyestablished the Total Maximum Daily Load (TMDL) for Toxic Pollutants toprotect and improve water quality in the Dominguez Channel and the GreaterLos Angeles and Long Beach Harbor Waters (Harbor Toxic Pollutants TMDL). APPROVAL OF A MEMORANDUM OF AGREEMENT FOR ADMINISTRATIONAND COST SHARING TO IMPLEMENT COORDINATED INTEGRATEDMONITORING PROGRAM AND WATERSHED MANAGEMENT PLAN FORTHE UPPER LOS ANGELES RIVER WATERSHED MANAGEMENT AREA INTHE AMOUNT OF $69,737On July 23, 2021, the California Regional Water Quality Control Board, LosAngeles Region (Regional Board) adopted the 2021 Regional Phase 1 MunicipalSeparate Storm Sewer System (MS4) Permit Order No. R4-2021-0105. The MS4Permit became effective September 11, 2021, and requires all jurisdictionswithin the costal watersheds of Los Angeles and Ventura Counties to complywith its prescribed water-quality, monitoring, and implementation elements.To share costs and facilitate collaborative and mutually-beneficial effortstowards ensuring compliance, the City participates in the implementation of aCoordinated Integrated Monitoring Program (CIMP) and WatershedManagement Program as part of the Upper Los Angeles River WatershedManagement Group (ULAR WMG). The ULAR WMG consists of the cities of LosAngeles, Alhambra, Burbank, Calabasas, Glendale, Hidden Hills, La CanadaFlintridge, Montebello, Monterey Park, Pasadena, Rosemead, San Fernando,San Gabriel, San Marino, South El Monte, South Pasadena, and Temple City, aswell as the County of Los Angeles and the Los Angeles County Flood ControlDistrict. The current Memorandum of Agreement became effective July 1, 2023,and will expire on June 30, 2026.California Environmental Quality Act (CEQA) Determination: Not a Project asdefined in Section 15378 of the State CEQA Guidelines.Recommended Action:Staff recommends that the City Council:1. Authorize the City Manager to execute the Memorandum of Agreement forthe Administration and Cost Sharing to the Implementation of theCoordinated Integrated Monitoring Program and Watershed ManagementPlan for the Upper Los Angeles River Watershed Management Area; and2. Approve a purchase order issued to the San Gabriel Valley Council ofGovernments for $13,170 using account number 138-800-03-22-000(Measure W) for Fiscal Year 2026-27.

F. RESOLUTION NO. 26-22 ADOPTING THE FISCAL YEAR 2026-27 SENATEBILL 1 ROAD REPAIR AND ACCOUNTABILITY ACT PROJECT LISTSenate Bill 1, also known as the Road Repair and Accountability Act of 2017,generates revenue through various taxes and fees for basic road maintenance,rehabilitation and critical safety needs on state highways and local streets. Aportion of these funds are distributed annually to eligible cities and counties,and the City’s allocation for Fiscal Year 2026-2027 is estimated to be $1,106,965.Funding recipients are held accountable through performance goals that aretracked and reported, and to be eligible for funding, City Council must adopt aresolution approving a list of qualifying projects to provide to the CaliforniaTransportation Committee.California Environmental Quality Act (CEQA) Determination: Not a Project asdefined in Section 15378(b)(4) of the State CEQA Guidelines.Recommended Action:Staff recommends that the City Council:1. Adopt Resolution No. 26-22 adopting a list of projects for Fiscal Year 2026-27 funded by Senate Bill 1: The Road Repair and Accountability Act of 027;and2. Authorize the Public Works Director to file necessary documentation tosatisfy Senate Bill 1 funding requirements and act as the authorizedsignatory for matters related to the Fiscal Year 2026-27 funding.

G. RESOLUTION NO. 26-26: COUNTY OF LOS ANGELES, COMMUNITYDEVELOPMENT BLOCK GRANT PROGRAM PARTICIPATING CITY-COOPERATION AGREEMENTThe City receives Community Development Block Grant (CDBG) fundsadministered through and by the County of Los Angeles’ agent, the Los AngelesCouty Development Agency (LACDA). Every three years, the County must re-qualify for the Urban County designation and entitlement status from theUnited States Department of Housing and Urban Development (HUD), whichallows LACDA to administer CDBG funds directly to the City. As part of thisprocess, the County is inviting the City to continue participating in the UrbanCounty CDBG Program for another three-year term from July 1, 2027, throughJune 30, 2030. For the City to continue participating in the CDBG Urban CountyProgram and receive funding directly from the LACDA, the City must execute aCooperation Agreement with the County and adopt the proposed Resolution.California Environmental Quality Act (CEQA) Determination: Not a Project asdefined in Section 15378 of the State CEQA Guidelines.Recommended Action:Staff recommends that the City Council:1. Adopt Resolution No. 26-26 authorizing the City’s participation in the LosAngeles Urban County Community Development Block Grant Program; and2. H. ASSISTANCE GUIDELINES FOR YOUTH AFTERSCHOOL PROGRAMSAt the June 2, 2026 City Council meeting, staff presented the proposed FiscalYear 2026-27 fee schedule. The updates included a new fee for the After Schooland Middle School Sports programs, programs that have historically beenoffered free of charge. The City Council directed staff to develop an assistanceprogram that reduces the fees for families where the full fee might present abarrier to participation. Therefore, staff have developed a program that reducesfees for extremely low-income and low-income families by 50%, as defined inthe Los Angeles County Development Authority income levels.California Environmental Quality Act (CEQA) Determination: Not a Project asdefined in Section 15378 of the State CEQA Guidelines.Recommended Action:Staff recommends that the City Council approve the tuition assistance programas outlined in the staff report, which would reduce fees paid for the After Schooland Middle School sports programs by 50%, for eligible families based onhousehold income.

I. FIREWORK DISPLAY PERMIT – SAN GABRIEL COUNTRY CLUBPyro Spectaculars, on behalf of the San Gabriel Country Club, has madeapplication to the San Gabriel Fire Department for a Fireworks permit toconduct a fireworks display on Country Club property on June 27, 2026. Thedisplay is to begin at 9:00pm and last for approximately 30 minutes. Pursuantto San Gabriel Municipal Code Title IX, Sections 96.21 – 96.23, City Councilapproval is required to issue a permit on approval and recommendation of theFire Chief for pyrotechnic displays.California Environmental Quality Act (CEQA) Determination: Not a Project asdefined in Section 15378 of the State CEQA Guidelines.Recommended Action:Staff recommends that the City Council authorize the Fire Chief or Deputy FireMarshal to issue a Fireworks Permit to Pyro Spectaculars, Inc. contingent on themeeting the conditions of the application.

ORDINANCES NO. 728 AND NO. 729 AMENDING TO UPDATE THE SANGABRIEL MUNICIPAL CODE RELATING TO NEW STATE LAW FOR URBANDWELLING UNITS (ZTA25-001), ACCESSORY DWELLING UNITS ANDJUNIOR ACCESSORY DWELLING UNITS (ZTA26-001) – INTRODUCTIONAND FIRST READINGThe California Legislature adopted Senate Bills 450, 544, and 1211 andAssembly Bills 130, 462, and 1154 in 2024 and 2025, amending existing Statelaw pertaining to Urban Dwelling Units, Accessory Dwelling Units, and JuniorAccessory Dwelling Units. Draft ordinances were provided to the PlanningCommission for consideration and recommendation on July 14, 2025 andFebruary 9, 2026. Following discussion, the Planning Commissionrecommended approval to the City Council of the proposed Zone TextAmendments (ZTA25-001 and ZTA26-001) for Ordinances No. 728 and No. 729.California Environmental Quality Act (CEQA) Determination: The proposedamendments were reviewed for compliance with the California EnvironmentalQuality Act (CEQA). Pursuant to Section 15061(b)(3) of the CEQA Guidelines, theamendment to a Zoning Ordinance is not considered a project as defined inSection 15378 and can be seen with certainty that it will not have a significanteffect on the environment. The proposed amendment to the Zoning Ordinancequalifies for this CEQA exemption as there is no possibility that the ordinance willhave a significant effect on the environment as it amends the City’s MunicipalCode to demonstrate compliance with State Accessory Dwelling Units Law.Recommended Action:Staff recommends that the City Council:1. Conduct the public hearing and discuss the proposed Ordinances No. 728and No. 729.2. Waive full reading and introduce Ordinances No. 728 and No. 729 by titleonly:AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN GABRIEL,CALIFORNIA, AMENDING CHAPTER 153 (ZONING CODE) OF THE SANGABRIEL MUNICIPAL CODE RELATING TO HOUSING DEVELOPMENT INRESIDENTIAL ZONESandAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN GABRIEL,CALIFORNIA, AMENDING CHAPTER 153 (ZONING CODE) OF THE SANGABRIEL MUNICIPAL CODE RELATING TO ACCESSORY DWELLINGUNITS AND JUNIOR ACCESSORY DWELLING UNITS3. Waive future reading of the Ordinances and schedule the second readingand adoption of the Ordinances for the next regular City Council meeting.The Ordinances would then become effective 30 days after the adoption.ALTERNATIVE OPTION FOR CONSIDERATIONProvide comments and direct staff to return at a later date with revisions tothe amendments for the City Council’s review and approval.
