APPROVAL OF A MEMORANDUM OF AGREEMENT FOR ADMINISTRATIONAND COST SHARING TO IMPLEMENT COORDINATED INTEGRATEDMONITORING PROGRAM AND WATERSHED MANAGEMENT PLAN FORTHE UPPER LOS ANGELES RIVER WATERSHED MANAGEMENT AREA INTHE AMOUNT OF $69,737On July 23, 2021, the California Regional Water Quality Control Board, LosAngeles Region (Regional Board) adopted the 2021 Regional Phase 1 MunicipalSeparate Storm Sewer System (MS4) Permit Order No. R4-2021-0105. The MS4Permit became effective September 11, 2021, and requires all jurisdictionswithin the costal watersheds of Los Angeles and Ventura Counties to complywith its prescribed water-quality, monitoring, and implementation elements.To share costs and facilitate collaborative and mutually-beneficial effortstowards ensuring compliance, the City participates in the implementation of aCoordinated Integrated Monitoring Program (CIMP) and WatershedManagement Program as part of the Upper Los Angeles River WatershedManagement Group (ULAR WMG). The ULAR WMG consists of the cities of LosAngeles, Alhambra, Burbank, Calabasas, Glendale, Hidden Hills, La CanadaFlintridge, Montebello, Monterey Park, Pasadena, Rosemead, San Fernando,San Gabriel, San Marino, South El Monte, South Pasadena, and Temple City, aswell as the County of Los Angeles and the Los Angeles County Flood ControlDistrict. The current Memorandum of Agreement became effective July 1, 2023,and will expire on June 30, 2026.California Environmental Quality Act (CEQA) Determination: Not a Project asdefined in Section 15378 of the State CEQA Guidelines.Recommended Action:Staff recommends that the City Council:1. Authorize the City Manager to execute the Memorandum of Agreement forthe Administration and Cost Sharing to the Implementation of theCoordinated Integrated Monitoring Program and Watershed ManagementPlan for the Upper Los Angeles River Watershed Management Area; and2. Approve a purchase order issued to the San Gabriel Valley Council ofGovernments for $13,170 using account number 138-800-03-22-000(Measure W) for Fiscal Year 2026-27.
