K.\nConsider continuing the emergency justification for work and emergency\ncontracting for the Greater Portuguese Bend-Ancient Altamira Landslide\nEmergency Project. (Copp)\nRecommendation: 1) Reconfirm, by a four-fifths vote, there is a need to\ncontinue the work on the Landslide Emergency Project declared by Council-\nadopted Resolution No. 2024-20 on May 7, 2024, finding an emergency exists\nrequiring immediate action in the Greater Portuguese Bend-Ancient Altamira\nLandslide Complex (Landslide Complex) to seek to mitigate the movement of\nthe landslide;\n2) Direct the City Clerk to confirm the same in the minutes of this City Council\nmeeting, via Minute Order, reflecting this action; and,\n3) Award the following Professional Services Agreements (PSA) that are set to\nexpire on June 30, 2026 for a new one-year term:\na. Paul Hansen Engineering, LLC for landslide emergency stabilization project\nmanagement, construction management, construction inspection, cost\nestimating and related services in the not-to-exceed amount of $765,000, for a\none-year term;\nb. LSA Associates, Inc. for landslide emergency stabilization environmental\ncompliance monitoring, reporting, permitting and related services in the not-to-\nexceed amount of $351,000, for a one-year term;\nc. Geologic Associates, Inc. for landslide emergency stabilization geological,\ngeotechnical engineering, design and related services in the not-to-exceed\namount of $225,000, for a one-year term;\nd. Cotton, Shires and Associates, Inc. for landslide emergency stabilization\ngeological, geotechnical engineering, peer review and related services in the\nnot-to-exceed amount of $200,000, for a one-year term;\ne. Michael R. McGee (dba McGee Surveying Consulting) for landslide\nsurveying and related services in the not-to-exceed amount of $277,500, for a\none-year term;\nf. J&H Drilling Company, Inc. (dba M-R Drilling) for landslide emergency on-\ncall dewatering well drilling and related services in the not-to-exceed amount\nof $1,200,000, for a one-year term, for which the completed value of work\nunder the PSA combined with other related on-call contracts will not exceed\nthe project budget;\ng. Gregg Drilling, LLC for landslide emergency on-call dewatering well drilling\nand related services in the not-to-exceed amount of $1,200,000, for a one-\nyear term, for which the completed value of work under the PSA combined\nwith other related on-call contracts will not exceed the project budget;\nh. Yellow Jacket Drilling Services, LLC for landslide emergency on-call\ndewatering well drilling and related services in the not-to-exceed amount of\n$1,200,000, for a one-year term, for which the completed value of work under\nthe PSA combined with other related on-call contracts will not exceed the\nproject budget;\ni. Clarke Contracting Corporation for emergency on-call landslide stabilization\nconstruction services and related work in the not-to-exceed amount of\n$1,500,000, for a one-year term, for which the completed value of work under\nthe PSA combined with other related on-call contracts will not exceed the\nproject budget;\nj. Mike Bubalo Construction Co., Inc. for emergency on-call landslide\nstabilization construction services and related work in the not-to-exceed\namount of $1,500,000, for a one-year term, for which the completed value of\nwork under the PSA combined with other related on-call contracts will not\nexceed the project budget;\nk. Pump Systems Unlimited, Inc. for deep dewatering well operations,\nmaintenance, dewatering optimizations and related work in the not-to-exceed\namount of $450,000, for a one-year term;\nl. Aggreko, LLC for providing and maintaining generators to continue powering\nthe City's Deep Dewatering Wells within the Landslide Complex in the not-to-\nexceed amount of $378,000, for a one-year term;\nm. Consultant Maintenance Agreement to Dion and Sons, Inc. for providing\nfueling services for generators to continue powering the City's Deep\nDewatering Wells within the Landslide Complex in the no-to-exceed amount of\n$340,000, for a one-year term; and\nn. Public Works Agreement to Hardy and Harper, Inc. for emergency landslide\nroadway repair and related services in the not-to-exceed amount of\n$2,000,000, for a one-year term;\n4) Award the following Public Works Agreements (Agreements) that are set to\nexpire on June 30, 2026 for a new one-year term:\na. Clarke Contracting Corporation for emergency on-call sewer repairs and\nrelated work in the not-to-exceed amount of $1,500,000, for a one-year term,\nfor which the completed value of work under the Agreement combined with\nother related on-call contracts will not exceed the project budget;\nb. Mike Bubalo Construction Co., Inc. for emergency on-call sewer repairs and\nrelated work in the not-to-exceed amount of $1,500,000, for a one-year term,\nfor which the completed value of work under the Agreement combined with\nother related on-call contracts will not exceed the project budget;\nc. A. Rasic Construction Company, Inc. for emergency on-call sewer repairs\nand related work in the not-to-exceed amount of $1,500,000, for a one-year\nterm, for which the completed value of work under the Agreement combined\nwith other related on-call contracts will not exceed the project budget;\n5) Award the following Contract Services Agreements (Agreements) that are\nset to expire on June 30, 2026 for a new one-year term:\na. Power Bros. Machine, Inc. for on-call landslide emergency lift station pump\nmaintenance, repairs and related services for the Abalone Cove Sanitary\nSewer System in the not-to-exceed amount of $75,000 for a one-year term, for\nwhich the completed value of work under the Agreement combined with other\nrelated on-call contracts will not exceed the project budget;\nb. Ferrelgas, L.P. (dba Ferrelgas) for generator fueling and gas storage tank\nservices for the Abalone Cove Sanitary Sewer System lift stations in the not-\nto-exceed amount of $100,000, for a one-year term;\nc. Genesis Electrical, Inc. for generator maintenance and repair services for\nthe Abalone Cove Sanitary Sewer System lift stations in the not-to-exceed\namount of $100,000, for a one-year term;\nd. Ocean Blue Environmental Services, Inc. for on-call landslide emergency\nspill response, on-call storm response, and related services in the not-to-\nexceed amount of $1,400,000 for a one-year term, for which the completed\nvalue of work under the Agreement combined with other related on-call\ncontracts will not exceed the project budget;\ne. Performance Pipeline Technologies, Inc. for landslide emergency on-call\nsanitary sewer and storm drain inspections in the not-to-exceed amount of\n$100,000, for a one-year term, for which the completed value of work under\nthe Agreement combined with other related on-call contracts will not exceed\nthe project budget;\nf. Pipe Tec, Inc. for landslide emergency on-call sanitary sewer and storm\ndrain inspections in the not-to-exceed amount of $100,000, for a one-year\nterm, for which the completed value of work under the Agreement combined\nwith other related on-call contracts will not exceed the project budget;\ng. Monaco Mechanical, Inc. (dba All Area Services) for landslide emergency\non-call plumbing services in the not-to-exceed amount of $75,000, for a one-\nyear term, for which the completed value of work under the Agreement\ncombined with other related on-call contracts will not exceed the project\nbudget;\n6) Approve Amendment No. 1 to the Public Works Agreement with Williams\nPipeline Contractors, Inc. (Williams) for sanitary sewer repairs and related\nwork, increasing the not-to-exceed amount for the initial one-year term by\n$250,000 from $750,000 to $1,000,000 while maintaining a 10% contingency,\nfor which the completed value of work under the amended Agreement will not\nexceed the project budget; and,\n7) Authorize the Mayor to execute the above-listed PSAs, Agreements, and\nAmendments in a form approved by the City Attorney.\nAgenda Report
