19. CONSIDERATION TO RESCIND THE PRIOR MAY 20, 2026, APPROVAL OF AN\nAGREEMENT WITH CAPRA ENVIRONMENTAL SERVICES FOR TARGETED\nGRAZING AND VEGETATION MANAGEMENT SERVICES IN RESPONSE TO A CURE\nAND CORRECT LETTER RECEIVED PURSUANT TO THE BROWN ACT RELATED\nTO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA); AND APPROVE A\nNEW AGREEMENT WITH CAPRA ENVIRONMENTAL SERVICES FOR TARGETED\nGOAT GRAZING AND VEGETATION MANAGEMENT SERVICES PILOT PROGRAM\nIN DESIGNATED HIGH AND VERY HIGH FIRE HAZARD SEVERITY ZONES IN THE\nMONTEREY HILLS AND FIND THE PROJECT AND CITY'S ACTION IS EXEMPT\nFROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nRecommendation\nIt is recommended that the City Council:\na. Rescind the prior May 20, 2026 approval of the agreement with Capra\nEnvironmental Services Corporation;\nb. Find that the agreement and the proposed goat grazing and vegetation\nmanagement activities are exempt from the California Environmental Quality Act\n(CEQA) pursuant to State CEQA Guidelines Article 19, Class 1 (Existing Facilities)\n(§15301) and Class 4 (Minor Alterations to Land) (§15304), and are further\nstatutorily exempt as specific actions necessary to prevent or mitigate a wildfire\nemergency under Public Resources Code §21080(b)(4) and CEQA Guidelines\n§15269(c); and are further statutorily exempt as a project that establishes\ndefensible space for wildfire risk reduction under Public Resources Code Sections\n21080.49(c) and (d); and\nc. Approve the agreement with Capra Environmental Services to perform a vegetation\nmanagement goat grazing pilot program in the Monterey Hills in the final form\napproved by the City Manager and City Attorney.
