10. CONSIDERATION TO AUTHORIZE A PURCHASE ORDER FOR THE PURCHASE OF\nA TRUNARC DELTA HANDHELD ANALYZER FROM THERMO FISHER SCIENTIFIC\nRecommendation\nIt is recommended that the City Council:\n1. Authorize a budget transfer of $31,200.00 from account #270-4010-4015-8170\n(Asset Forfeiture-Professional Services) into account #270-4010-4015-8520 (Asset\n3\nForfeiture – Machinery and Equipment);\n2. Find that the purchase of the Trunarc Delta Handheld Analyzer from Thermo Fisher\nScientific is in the best interest of the City pursuant to Section 2.99-29(9)(d); and\n3. Authorize a Purchase Order in the amount of $47,048.84 with Thermo Fisher\nScientific using funds from account #270-4010-4015-8520 (Asset Forfeiture – Machinery\nand Equipment).

11. CONSIDERATION OF APPROVAL OF AN AMENDMENT TO AN AGREEMENT WITH\nKIMLEY-HORN & ASSOCIATES, INC. TO EXTEND ON-CALL PAVEMENT\nMANAGEMENT SUPPORT SERVICES, FOR A NEW TOTAL CONTRACT AMOUNT\nOF $60,000.\nRecommendation\nIt is recommended that City Council:\na. Approve an amendment to the Professional Services Agreement (Attachment No. 1)\nwith Kimley-Horn and Associates, Inc. to provide on-call pavement management\nsupport services, including pavement management analysis and updates to the\nCity's Pavement Management Plan, as described in the proposal (Attachment No.\n2) in an amount new not-to-exceed $60,000 in the form approved by the City\nAttorney.\nb. Authorize the City Manager to approve all related documents, in final form by the\nCity Attorney.

12. CONSIDERATION TO ADOPT RESOLUTION NO. 8009 ESTABLISHING THE\nAPPROPRIATION LIMIT FOR FISCAL YEAR 2026-2027 (GANN LIMIT)\nRecommendation\nIt is recommended that the City Council adopt Resolution No. 8009 establishing the\nappropriations limit, known as the Gann Limit, for fiscal year 2026-2027.

CONSIDER ADOPTION OF RESOLUTION NO. 8011 APPROPRIATING $53,352 IN\nPERMANENT LOCAL HOUSING ALLOCATION (PLHA) GRANT FUNDS AND\nAMENDING THE FISCAL YEAR 2026-27 BUDGET\nRecommendation\nIt is recommended that the City Council adopt Resolution No. 8011 (Attachment 1)\nappropriating $53,352 in Permanent Local Housing Allocation (PLHA) grant funds to the\nPLHA Grant Project within the Reimbursable Grant Fund (Fund 244).

CONSIDERATION OF APPROVAL TO ENTER INTO AN AGREEMENT WITH NBS\nGOVERNMENT FINANCE GROUP FOR LIBRARY SPECIAL TAX ADMINISTRATION\nSERVICES FOR A THREE-YEAR TERM WITH TWO OPTIONAL ONE-YEAR\nEXTENSIONS IN AN AMOUNT NOT TO EXCEED $47,500.\nRecommendation\nStaff recommends that the City Council:\na. Approve an exemption from formal bid requirements for special tax administration\nservices as a professional service per South Pasadena Municipal Code art. II, §\n2.99-29 (12)\nb. Authorize the City Manager to execute a three-year Agreement with two optional\n4\none-year extensions with NBS Government Finance Group for administration\nservices related to the levy and collection of the Library Special Tax for a total\namount not to exceed $47,500.

Direct staff to submit an application forthe Active Transportation Program, Cycle 8,\nfor the Arroyo Drive Nature Trail and Bicycle Cycle Track Improvement Project; and\nb. Authorize the City Manager, or his designee, to execute all related applications,\ncertifications, agreements, and related documents.

CONSIDERATION OF APPROVAL OF AN AGREEMENT WITH THE IMPERIAL\nCOUNTY OFFICE OF EDUCATION TO PROVIDE ADMINISTRATIVE SERVCIES\nRELATED TO THE LIBRARY’S HIGH-SPEED BROADBAND CONNECTION FOR A\nNOT-TO-EXCEED AMOUNT OF $58,000 FOR A FIVE-YEAR TERM\nRecommendation\nStaff recommends that the City Council authorize the City Manager to execute a five-year\nAgreement with the Imperial County Office of Education, the vendor selected by the\nCalifornia State Library to provide administrative services for its Broadband Services\nprogram, which provides high-speed internet connections to public libraries and facilitates\nsecuring state and federal rebates on behalf of participating libraries, in an amount not-to-\nexceed $58,000.

CONSIDERATION TO APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH\nPASADENA HUMANE SOCIETY FOR ANIMAL CARE AND CONTROL SERVICES\nFROM JULY 1, 2026, TO JUNE 30, 2031, FOR AN AMOUNT NOT TO EXCEED\n$1,125,924.00\nRecommendation\nIt is recommended that the City Council approve a professional services agreement with\nthe Pasadena Humane Society (PHS) for animal control services for a five-year term\nending June 30, 2031, for an amount not to exceed $1,125,924.00 in the form approved\nby the City Attorney.\n5

CONSIDERATION TO RESCIND THE PRIOR MAY 20, 2026, APPROVAL OF AN\nAGREEMENT WITH CAPRA ENVIRONMENTAL SERVICES FOR TARGETED\nGRAZING AND VEGETATION MANAGEMENT SERVICES IN RESPONSE TO A CURE\nAND CORRECT LETTER RECEIVED PURSUANT TO THE BROWN ACT RELATED\nTO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA); AND APPROVE A\nNEW AGREEMENT WITH CAPRA ENVIRONMENTAL SERVICES FOR TARGETED\nGOAT GRAZING AND VEGETATION MANAGEMENT SERVICES PILOT PROGRAM\nIN DESIGNATED HIGH AND VERY HIGH FIRE HAZARD SEVERITY ZONES IN THE\nMONTEREY HILLS AND FIND THE PROJECT AND CITY'S ACTION IS EXEMPT\nFROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nRecommendation\nIt is recommended that the City Council:\na. Rescind the prior May 20, 2026 approval of the agreement with Capra\nEnvironmental Services Corporation;\nb. Find that the agreement and the proposed goat grazing and vegetation\nmanagement activities are exempt from the California Environmental Quality Act\n(CEQA) pursuant to State CEQA Guidelines Article 19, Class 1 (Existing Facilities)\n(§15301) and Class 4 (Minor Alterations to Land) (§15304), and are further\nstatutorily exempt as specific actions necessary to prevent or mitigate a wildfire\nemergency under Public Resources Code §21080(b)(4) and CEQA Guidelines\n§15269(c); and are further statutorily exempt as a project that establishes\ndefensible space for wildfire risk reduction under Public Resources Code Sections\n21080.49(c) and (d); and\nc. Approve the agreement with Capra Environmental Services to perform a vegetation\nmanagement goat grazing pilot program in the Monterey Hills in the final form\napproved by the City Manager and City Attorney.

Open a Public Hearing and receive public testimony regarding the Fiscal Year\n6\n2026-2027 annual levy and collection of assessments for the Lighting and\nLandscaping Maintenance District (LLMD).\nb. Adopt the attached Resolution No. 8012 confirming the annual levy and collection of\nassessments for the Lighting and Landscaping Maintenance District (LLMD) for\nFiscal Year 2026-2027.

22. CONSIDERATION TO ADOPT RESOLUTION NO. 8014 APPROVING THE FISCAL\nYEAR 2026-2027 CITY BUDGET AND CAPITAL IMPROVEMENT PLAN\nRecommendation\nIt is recommended that the City Council:\na. Hold a Public Hearing;\nb. Review and discuss the Fiscal Year 2026-2027 Proposed Budget, including the\nCapital Improvement Plan; and\nc. Adopt Resolution No. 8014 (Attachment 1) approving the FY 2026-2027 Budget,\nsubject to such modifications or amendments as may be stated by the City Council\nin its motion to approve such Resolution.

Receive and file this report, and provide direction to staff regarding a potential\n7\ngeneral obligation (G.O.) bond measure for street, roadway, sidewalk, and related\ninfrastructure improvements;\n2. Find that the proposed action and the proposed ballot measure are not subject to\nthe California Environmental Quality Act (California Public Resources Code Section\n21000 et seq.) (“CEQA”) pursuant to Section 15060(c)(2) (the activities will not result\nin a direct or reasonably foreseeable indirect physical change in the environment)\nand 15060(c)(3) (the activities are not a project as defined in Section 15378) of the\nCEQA Guidelines, California Code Regulations, Title 14, Chapter 3. State CEQA\nGuideline Section 15378(b)(4) excludes “government funding mechanisms or other\ngovernment fiscal activities” from its definition of “project” when they “do not involve\nany commitment to any specific project which may result in a potentially significant\nphysical impact on the environment.” On its own, voter approval of the proposed\nbonds will not “commit” the City to issue bonds or construct the Project;\n3. Adopt, by a two-thirds (2/3) vote of all members of the City Council, Resolution No.\n8016 determining that the public interest and necessity demand the acquisition,\nconstruction, improvement, reconstruction, rehabilitation, or replacement of\nmunicipal improvement projects of the City and their financing through the issuance\nof general obligation bonds; and\n4. Waive full reading of Ordinance No. 2416 and introduce by title only an Ordinance\nof the City ordering the submission of a proposition to incur bonded indebtedness in\nan amount not to exceed $80,000,000 for the certain municipal improvement\nprojects to the qualified voters at the November 3, 2026, General Municipal\nElection.

Receive the Camp Med After School Program analysis; and\n2. Provide direction regarding whether to continue the program as currently structured,\nmodify the program model, or discontinue the school-year After School Program\nmodel.

Adopt the proposed Block Party Permit Program Policy establishing a formal, City\nadministered process for permitting neighborhood block parties;\n2. Approve the purchase of two (2) City-owned barricade equipment sets at an\nestimated cost of $8,000 to launch the program; and\n3.
