8. CONSIDERATION TO AWARD A PROFESSIONAL SERVICES AGREEMENT WITH\nHDL TO ADMINISTER THE CITY'S UTILITY USERS TAX\nRecommendation\nIt is recommended that the City Council:\na. Approve a professional services agreement with HdL Companies to provide Utility\nUsers Tax Management Services, including compliance monitoring, reporting\nsupport, and audit assistance; and\nb. Authorize the City Manager execute the agreement, in a form approved by the City\nAttorney, and any related documents.
