27. City Council: Staff recommends that the City Council: 26-1508\n1. Adopt two resolutions to provide for approval of the\nRunway Edge Lights and Vault Building Improvements\nProject (“Project 1”) for the Bob Maxwell Memorial Airfield;\nacceptance of an Airport Improvement Project (“AIP”)\nentitlement grant award from the Federal Aviation\nAdministration (“FAA”) in the amount of $1,938,011 for\nProject 1; submittal of an application for a State of\nCalifornia Department of Transportation of Aeronautics\n(“Caltrans”) Airport Improvement Plan matching grant for\nProject 1; and authorization to accept the matching grant\nfunds, if awarded; and to execute grant agreements and\nany other documents required to finalize the FAA grant and\nthe Caltrans grant for Project 1, upon review and approval\nby the City Attorney.\n2. Appropriate up to $102,001 from the General Capital\nProjects Fund for the City’s matching share of the FAA\ngrant for Project 1; and\n3. Appropriate the grant funds and the matching share to\nthe airport maintenance and operation fund for Project 1.\n4. Adopt a resolution to provide for approval of the Runway\nEnd Identifier Lights Improvements Project (“Project 2”) for\nthe Bob Maxwell Memorial Airfield; acceptance of an\nInfrastructure Investment and Jobs Act (“IIAJ”) grant award\nfrom the FAA in the amount of $108,500 for Project 2;\nauthorize the City Manager to execute the grant agreement\nand any other documents required to finalize the FAA\ngrant, upon review and approval by the City Attorney, for\nProject 2.\n5. Appropriate up to $5,711 from the General Capital\nProjects Fund for the City’s matching share of the FAA\ngrant for Project 2; and\n6. Appropriate grant funds to the airport maintenance and\noperation fund for Project 2.\n7. Approve the plans and specifications for Project 1 and\nProject 2 (together referred to as the “Airport Projects”);\n8. Approve the extension letter agreement for the On-Call\nConsulting Agreement with C&S Engineering, Inc, for a\none-year term to expire on June 22, 2027;\n9. Approve Work Order No. 6 and a purchase order for\nWork Order No. 6 with C&S Engineering, Inc. for\nadministration and observations services for the Airport\nProjects in the amount of $209,076; and\n10. Award the construction contract to Rural Electric, Inc.\ndba Rural Contracting in the amount of $1,870,148 for the\nAirport Projects.\nGENERAL ITEMS\nGeneral Items are normally heard after any 6:00 p.m. Public Hearing Items. However, if time permits, some\nGeneral Items may be heard prior to any 6:00 p.m. Public Hearing Items, following the Consent Calendar.\nOrdinances may be introduced at this time. The City Council/HDB/CDC/OPFA has adopted a policy that it is\nsufficient to read the title of ordinances at the time of introduction and adoption, and that full reading of\nordinances may be waived. After the City Attorney has read the titles, the City Council/HDB/CDC/OPFA may\nintroduce the ordinances in a single vote.
