1. AUTHORIZE THE CITY MANAGER TO ENTER INTO A PRE-DEVELOPMENT AGREEMENT AND NEGOTIATE FINAL DEVELOPMENT AND\nOPERATING\nAGREEMENTS WITH OUTWARD BOUND ADVENTURES FOR DEVELOPMENT AND OPERATION OF PUBLIC LAND IN THE HAHAMONGNA\nWATERSHED PARK (PRCS Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not a “project” subject to the California Environmental Quality Act (“CEQA”) pursuant to\nPublic Resources\nCode Section 21065 and within the meaning of State CEQA Guidelines Section 15378; and\n(2) Authorize the City Manager to enter into a Pre-Development Agreement and negotiate final development and Operating Agreements, with\nOutward Bound Adventures\nfor the development and operation of public land in the Hahamongna Watershed Park based on a competitive selection process pursuant to\nPasadena Municipal\nCode Section 4.08.047. Competitive bidding is not required pursuant to City Charter Section 1002(F) for professional or unique services.
