2. AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH R C FOSTER CORPORATION TO PROVIDE LABOR AND\nMATERIALS FOR THE\nEXPLORER WELL ABOVE-GRADE IMPROVEMENTS FOR AN AMOUNT NOT-TO-EXCEED $4,361,375 (W&P Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is not a “project” subject to the California Environmental Quality Act (“CEQA”) pursuant to\nPublic Resources\nCode Section 21065 and within the meaning of State CEQA Guidelines Section 15378; and\n(2) Accept the lowest and best bid dated April 30, 2026, submitted by R C Foster Corporation in response to the project plans and specifications\nfor the\nExplorer Well Above-Grade Improvements, and authorize the City Manager to enter into a contract not-to-exceed $4,361,375, which includes the\nbase amount of $3,792,500\nand a contingency of $568,875 to provide for any necessary change orders.
