3. AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH SANTA MARGARITA FORD FOR THE PURCHASE OF FOUR\nTRUCKS\nWITH CUSTOM UPFITTING FOR AN AMOUNT NOT-TO-EXCEED $784,328 (W&P Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not a project subject to the California Environmental Quality Act (“CEQA”) pursuant to\nPublic Resources Code Section 21065 of CEQA, and within the meaning of State CEQA Guidelines Section 15378(b); and\n(2) Award a contract to the lowest and best bid dated February 27, 2026, submitted by Santa Margarita Ford in response to the specifications\nfor Four Heavy Duty Trucks\nwith Custom Upfitting, and authorize the City Manager to enter into a contract for an amount not-to-exceed $784,328, which includes the base\ncontract amount of $713,025 and a\ncontingency amount of $71,303 to provide for any necessary change orders.
