7. AUTHORIZE THE CITY MANAGER TO ENTER INTO A FIVE-YEAR CONTRACT WITH PROFESSIONAL POLICE SUPPLY INC., DBA\nADAMSON POLICE\nPRODUCTS FOR THE PURCHASE OF EMERGENCY VEHICLE LIGHTING AND WARNING EQUIPMENT IN AN AMOUNT NOT-TO-EXCEED\n$364,067 (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not a project subject to the California Environmental Quality Act (CEQA) pursuant to\nSection 21065 of\nCEQA and Sections 15060(C)(2), 15060(C)(3), and 15378 of the State CEQA Guidelines, and as such, no environmental document pursuant to\nCEQA is required;\n(2) Award contract to lowest and best bid dated May 11, 2026, submitted by Professional Police Supply in response to specifications for\nEmergency Vehicle Lighting and\nWarning Equipment, and authorize the City Manager to enter into a five-year contract for an amount not-to-exceed of $364,067, which includes the\nbase contract amount of $330,970\nand a contingency of $33,097 to provide any necessary change orders; and\n(3) Authorize the City Manager to approve amendments within the approved budget to the subject contract including necessary change orders.
