4. AUTHORIZE THE CITY MANAGER TO ENTER INTO INDIVIDUAL CONTRACTS WITH E2 CONSULTING ENGINEERS, INC., AND ACCENTURE\nINFRASTRUCTURE AND CAPITAL PROJECTS, LLC TO PROVIDE ON-CALL CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES\nFOR AN\nAMOUNT NOT-TO-EXCEED $5,000,000 PER CONTRACT FOR UP TO FIVE YEARS (W&P Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is not a “project” subject to the California Environmental Quality Act (“CEQA”) pursuant to\nPublic\nResources Code Section 21065 and within the meaning of State CEQA Guidelines Section 15378;\n(2) Authorize the City Manager to enter into a contract, as a result of the competitive selection process, as specified by Section 4.08.047 of the\nPasadena Municipal Code,\nwith E2 Consulting Engineers, Inc., for an amount not-to-exceed $5,000,000, or five years, whichever occurs first. Competitive price bidding is not\nrequired pursuant to\nCity Charter Section 1002(F) Contract for professional or unique services; and\n(3) Authorize the City Manager to enter into a contract, as a result of the competitive selection process, as specified by section 4.08.047 of the\nPasadena Municipal Code,\nwith Accenture LLP DBA Accenture Infrastructure and Capital Projects, LLC for an amount not-to-exceed $5,000,000, or five years, whichever\noccurs first. Competitive price\nbidding is not required pursuant to the City Charter Section 1002(F), Contract for professional or unique services.
