23. ADOPTION OF FISCAL YEAR 2026-27 BUDGET; DOWNLOAD\nAPPROVAL OF FISCAL YEAR 2026-27 SALARY\nSCHEDULES; APPROVAL OF AND REVISIONS TO THE\nFISCAL YEAR 2025-26 BUDGET\nRecommendations:\n1. Approve the City budget for the Fiscal Year 2026-27 by\nadopting the Resolution titled, "A RESOLUTION OF THE\nCALIFORNIA, ADOPTING THE ANNUAL CITY\nBUDGET FOR THE 2026-27 FISCAL YEAR";\n2. Adopt the Resolution titled “A RESOLUTION OF THE\nCALIFORNIA, TO RESTRICT FUNDING IN THE\nDISASTER CONTINGENCY FUND, TRANSFER\nTRANSIENT OCCUPANCY TAX REVENUE IN EXCESS\nOF BUDGET ESTIMATES TO THE HOUSING FUND,\nAND TRANSFER MID-YEAR BUDGET SAVINGS UP\nTO $300,000 TO THE OPEN SPACE FUND”;\n3. Approve the salary schedules for the Fiscal Year 2026-27 by\nadopting the Resolution titled, "A RESOLUTION OF THE\nCALIFORNIA, SETTING PAY RANGES FOR CITY\nEMPLOYEES";\n4. Approve or modify the funding recommendations made by\nthe subcommittee regarding the Community Assistance\nGrants for Fiscal Year 2026-27 and direct the City Manager,\nor their designee, to disburse the funds accordingly and\nreview the subcommittee recommendations regarding the\nchanges to the future Community Assistance Grants\napplication process and direct staff as to desired changes;\n5. Approve the recommended Cultural Arts Grants for Fiscal\nYear 2026-27 and direct the City Manager, or their designee,\nto disburse the funds accordingly;\n6. Approve the appropriations limit for the Fiscal Year 2026-27\nby adopting the Resolution Titled, "A RESOLUTION OF\nBEACH, CALIFORNIA, DETERMINING AND\nADOPTING AN APPROPRIATIONS LIMIT FOR THE\nFISCAL YEAR 2026-27 IN ACCORDANCE WITH\nARTICLE XIIIB OF THE CONSTITUTION OF THE\nSTATE OF CALIFORNIA, CHAPTER 1205 OF THE\nREVENUE AND TAXATION CODE SECTION 791";\n7. Appropriate $80,900 of carryover funds from the Business\nImprovement District Fund’s (112) Fiscal Year 2025-26\nbudget to its Fiscal Year 2026-27 budget to increase funding\nfor the Cultural Arts program grants from $240,000 to\n$320,900;\n8. Appropriate and authorize the transfer of $88,000 of\nrestricted revenues on hand from the City’s General Fund\n(#110) to the new Certified Access Specialist Program\nSpecial Revenue Fund (#204) in Fiscal Year 2025-26;\n9. Appropriate $165,000 from the Animal Shelter Donations\nFund (142-2120-72088) in Fiscal Year 2025-26 to fund\nprogram activities; and\n10. Authorize the City Manager to approve capital\nasset/equipment purchases over $100,000 for capital outlay\npurchases approved in the Fiscal Year 2026-27 annual\nbudget.
