Authorize the City Manager to execute Amendment No. 1\nto the Consultant Services Agreement with The Baldwin\nGroup (formerly operating as Burnham Benefits\nInsurance Services), subject to approval as to form by the\nCity Attorney, to ratify and confirm the employee benefits\nbrokerage services provided since December 31, 2023, to\nextend the term of the Agreement through December 31,\n2026, for total compensation under the Agreement and\nAmendment No. 1 not to exceed $225,000, and authorize\nthe City Manager to extend the term for an additional one\n(1( year at the same annual rate if neccessary; and\n2. Authorize the City Manager to execute and record the\nattached Use Restriction and Agreement Regarding the\nUse of Property for on-site and off-site mitigation areas\nassociated with the Laguna Canyon Creek Protection\nProject near the Animal Shelter;\n2. Receive and file the attached Long-Term Management\nand Maintenance Plan for long-term stewardship of the\nmitigation areas and direct staff to complete permit\ncloseout activities; and\n3. Determine that no additional environmental review is\nrequired for the recommended action based on a prior\nadopted Final Mitigated Negative Declaration for the\nproject that contemplated these implemented actions.

Approve the selection of the on-call consultant firms\nidentified in Attachment 1 to provide Community\nDevelopment Department consulting services;\n2. Award and authorize the City Manager to execute a\ncontract with BurnBot Inc. (BurnBot) in the amount of\n$208,824 for implementation of Fuel Modification Zone\n19 (FMZ 19);\n2. Approve and authorize the City Manager to execute\nAmendment No. 1 to the Professional Services\nAgreement with Laguna Canyon Foundation in the\namount of $20,124 for enhanced biological monitoring,\nmapping, and reporting services associated with FMZ 19\nimplementation; and\n3. Adopt the Resolution titled, "A RESOLUTION OF THE\nCALIFORNIA, RATIFYING THE MEMORANDUM\nOF UNDERSTANDING BETWEEN THE LAGUNA\nBEACH POLICE AND FIRE MANAGEMENT\nASSOCIATION (POLICE UNIT), AND FINDING\nSUCH ACTION EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY CONTROL ACT\nUNDER STATE CEQA GUIDELINES SECTION\nLaguna Beach and the Laguna Beach Police and Fire\nManagement Association (Police Unit);\n2. Authorize the City Manager to execute a sixth\namendment to Agreement #22-49 with CSG Consultants,\nInc. to increase the contract appropriation by $165,000\nfor a total not-to-exceed amount of $495,000 for\ncontinued building and planning services; and\n2. Find this action is not a “project” subject to the California\nEnvironmental Quality Act (CEQA) pursuant to Section\n15378 of the CEQA Guidelines.\nD. REGULAR BUSINESS. This section is for a wide variety of matters generally worthy\nof separate discussion such as the consideration of ordinances for introduction,\nresolutions, extraordinary policy and business matters, staff reports and\nrecommendations. The presiding officer will take public comment on each Regular\nBusiness item. Approve the City budget for the Fiscal Year 2026-27 by\nadopting the Resolution titled, "A RESOLUTION OF THE\nCALIFORNIA, ADOPTING THE ANNUAL CITY\nBUDGET FOR THE 2026-27 FISCAL YEAR";\n2. Adopt the Resolution titled “A RESOLUTION OF THE\nCALIFORNIA, TO RESTRICT FUNDING IN THE\nDISASTER CONTINGENCY FUND, TRANSFER\nTRANSIENT OCCUPANCY TAX REVENUE IN EXCESS\nOF BUDGET ESTIMATES TO THE HOUSING FUND,\nAND TRANSFER MID-YEAR BUDGET SAVINGS UP\nTO $300,000 TO THE OPEN SPACE FUND”;\n3. Approve the salary schedules for the Fiscal Year 2026-27 by\nadopting the Resolution titled, "A RESOLUTION OF THE\nCALIFORNIA, SETTING PAY RANGES FOR CITY\nEMPLOYEES";\n4. Approve or modify the funding recommendations made by\nthe subcommittee regarding the Community Assistance\nGrants for Fiscal Year 2026-27 and direct the City Manager,\nor their designee, to disburse the funds accordingly and\nreview the subcommittee recommendations regarding the\nchanges to the future Community Assistance Grants\napplication process and direct staff as to desired changes;\n5. Approve the recommended Cultural Arts Grants for Fiscal\nYear 2026-27 and direct the City Manager, or their designee,\nto disburse the funds accordingly;\n6. Approve the appropriations limit for the Fiscal Year 2026-27\nby adopting the Resolution Titled, "A RESOLUTION OF\nBEACH, CALIFORNIA, DETERMINING AND\nADOPTING AN APPROPRIATIONS LIMIT FOR THE\nFISCAL YEAR 2026-27 IN ACCORDANCE WITH\nARTICLE XIIIB OF THE CONSTITUTION OF THE\nSTATE OF CALIFORNIA, CHAPTER 1205 OF THE\nREVENUE AND TAXATION CODE SECTION 791";\n7. Appropriate $80,900 of carryover funds from the Business\nImprovement District Fund’s (112) Fiscal Year 2025-26\nbudget to its Fiscal Year 2026-27 budget to increase funding\nfor the Cultural Arts program grants from $240,000 to\n$320,900;\n8. Appropriate and authorize the transfer of $88,000 of\nrestricted revenues on hand from the City’s General Fund\n(#110) to the new Certified Access Specialist Program\nSpecial Revenue Fund (#204) in Fiscal Year 2025-26;\n9. Appropriate $165,000 from the Animal Shelter Donations\nFund (142-2120-72088) in Fiscal Year 2025-26 to fund\nprogram activities; and\n10. Authorize the City Manager to approve capital\nasset/equipment purchases over $100,000 for capital outlay\npurchases approved in the Fiscal Year 2026-27 annual\nbudget.

24. FORMATION AND APPOINTMENT OF AN AD HOC DOWNLOAD\nCOMMITTEE FOR PROPOSED AFFORDABLE\nHOUSING PROJECT AT THE NEIGHBORHOOD\nCONGREGATIONAL CHURCH\nRecommendations:\n1. Establish an Ad Hoc Committee comprised of two City\nCouncil Members to work with staff and Related\nCalifornia regarding the evaluation of the funding request\nassociated with the approved affordable housing project\nat Neighborhood Congregational Church;\n2. Appoint two City Council Members to serve on the Ad\nHoc Committee;\n3. Direct the Ad Hoc Committee to work with staff and\nRelated California and return to the City Council with\nrecommendations regarding the funding request as early\nas July 7, 2026; and\n4. Provide that the Ad Hoc Committee shall automatically\nsunset upon the City Council's consideration and\ndisposition of Related California's funding request, unless\notherwise directed by the City Council.

25. ECONOMIC DEVELOPMENT: CONSIDERATION OF DOWNLOAD\nOUTDOOR DINING PARKLET EXTENSION AND\nMARKET ASSESSMENT\nRecommendations:\n1. Consider whether to extend the expiration date of the\nthree remaining outdoor dining parklets currently\noperating within public parking spaces to December 31,\n2026, or another date determined by the City Council;\nand\n2. Provide direction regarding the preparation of a 2026\nEconomic Development Market Assessment to identify\nretail, restaurant, grocery, health and fitness, and other\ncommercial business categories that are underrepresented\nin Laguna Beach and desired by residents.\nE. PUBLIC HEARINGS - NON APPEALS. This section is for matters (other than\nappeals) that are structured as Public Hearings. Public hearings are different from\nregular business items in that there is a specific time period where a formal hearing is\nopened by the presiding officer, public comment is accepted from any member of the\npublic, and the hearing is closed by the presiding officer. Generally each public speaker\nhas one opportunity to speak. The City Council conducts all Public Hearings in\naccordance with the provisions of applicable Laguna Beach procedure and State law.\nThe presiding officer shall have discretion to establish the time allocated for public\ncomment.

Conduct a Proposition 218 public hearing regarding the\nproposed maximum solid waste and recycling collection\nservice rates and receive the City Clerk’s final tabulation\nof written protests;\n2. Determine whether a majority protest exists under Article\nXIIID, Section 6 of the California Constitution;\n3. If a majority protest does not exist, adopt the Resolution\ntitled, “A RESOLUTION OF THE CITY COUNCIL OF\nSETTING MAXIMUM SOLID WASTE SERVICE\nRATES, APPROVING THE FOURTH AMENDMENT\nTO AGREEMENT NO. 23-132 WITH CR&R\nINCORPORATED, AND REPEALING RESOLUTIONS\nINCONSISTENT HEREWITH”;\n4. Approve the Fourth Amendment to Agreement No. 23-\n132 with CR&R Incorporated and authorize the City\nManager to execute the amendment in substantially the\nform attached, subject to minor revisions approved by the\nCity Attorney; and\n5. Find the proposed action exempt under the California\nEnvironmental Quality Act (CEQA) pursuant to CEQA\nGuidelines sections 15061 (B)(3) and 15308 or,\nalternatively, determine that the proposed action is not a\n“project” under CEQA pursuant to CEQA Guidelines\nsection 15378.
