11. AUTHORIZE EXECUTION OF USE RESTRICTION AND DOWNLOAD\nRECEIVE AND FILE LONG-TERM MANAGEMENT AND\nMAINTENANCE PLAN FOR LAGUNA CANYON CREEK\nEROSION PROTECTION PROJECT\nRecommendations:\n1. Authorize the City Manager to execute and record the\nattached Use Restriction and Agreement Regarding the\nUse of Property for on-site and off-site mitigation areas\nassociated with the Laguna Canyon Creek Protection\nProject near the Animal Shelter;\n2. Receive and file the attached Long-Term Management\nand Maintenance Plan for long-term stewardship of the\nmitigation areas and direct staff to complete permit\ncloseout activities; and\n3. Determine that no additional environmental review is\nrequired for the recommended action based on a prior\nadopted Final Mitigated Negative Declaration for the\nproject that contemplated these implemented actions.
