18. APPROVE AN AGREEMENT WITH DUNE DRIFTER DOWNLOAD\nLLC FOR CALTRANS ENCROACHMENT PERMIT\nPROCESSING\nRecommendations:\n1. Approve and authorize the City Manager to execute an\nAgreement with Dune Drifter LLC for Caltrans\nEncroachment Permit Processing; and\n2. Find that the proposed actions are exempt under the\nCalifornia Environmental Quality Act (CEQA) pursuant\nto CEQA Guidelines section 15061(b)(3) and 15308. Or\nin the alternative that the proposed action is not a\n“project” under CEQA pursuant to CEQA Guidelines\nsection 15378.
