8. AMENDMENT TO SERVICE PROVIDER AGREEMENT DOWNLOAD\nFOR DAY PORTER AND SIDEWALK CLEANING\nSERVICES\nRecommendations:\n1. Authorize the City Manager to execute Amendment No. 5\nto Agreement No. 20-121 with Spectrum Facility\nMaintenance to extend the agreement term through June\n30, 2027, and increase the contract amount by $1,104,628\nfor continued day porter and sidewalk cleaning services;\nand\n2. Determine that the action consists of organizational or\nadministrative activities of the City that will not result in\na direct or indirect physical change in the environment\nand therefore does not constitute a “project” within the\nmeaning of the California Environmental Quality Act.\n(Public Resources Code Section 21065; 14 CCR Section\n15378(b)(5).)
