12. AWARD OF CONTRACTS FOR COMMUNITY DOWNLOAD\nDEVELOPMENT DEPARTMENT ON-CALL\nCONSULTANT SERVICES AND AMENDMENT TO\nSERVICE PROVIDER AGREEMENT FOR BUILDING\nAND PLANNING SERVICES\nRecommendations:\n1. Approve the selection of the on-call consultant firms\nidentified in Attachment 1 to provide Community\nDevelopment Department consulting services;\n2. Authorize the City Manager to execute Professional\nServices Agreements, in a form approved by the City\nAttorney, with the selected on-call consultant firms for an\ninitial three-year term, with two optional one-year\nextensions;\n3. Authorize the City Manager to execute a sixth\namendment to Agreement #22-49 with CSG Consultants,\nInc. to increase the contract appropriation by $165,000\nfor a total not-to-exceed amount of $495,000 for\ncontinued building and planning services;\n4. Authorize the City Manager to execute a new\nProfessional Services Agreement with CSG Consultants,\nInc., in a form approved by the City Attorney, for on-call\nconsulting services for an amount not-to-exceed $350,000\nannually for a three-year term effective July 1, 2026; and\n5. Find that the recommended actions are not a “project”\npursuant to the California Environmental Quality Act\n(CEQA) Guidelines Section 15378 because the actions\ninvolve administrative and organizational activities that\nwill not result in a direct or indirect physical change in\nthe environment.
