25. ECONOMIC DEVELOPMENT: CONSIDERATION OF DOWNLOAD\nOUTDOOR DINING PARKLET EXTENSION AND\nMARKET ASSESSMENT\nRecommendations:\n1. Consider whether to extend the expiration date of the\nthree remaining outdoor dining parklets currently\noperating within public parking spaces to December 31,\n2026, or another date determined by the City Council;\nand\n2. Provide direction regarding the preparation of a 2026\nEconomic Development Market Assessment to identify\nretail, restaurant, grocery, health and fitness, and other\ncommercial business categories that are underrepresented\nin Laguna Beach and desired by residents.\nE. PUBLIC HEARINGS - NON APPEALS. This section is for matters (other than\nappeals) that are structured as Public Hearings. Public hearings are different from\nregular business items in that there is a specific time period where a formal hearing is\nopened by the presiding officer, public comment is accepted from any member of the\npublic, and the hearing is closed by the presiding officer. Generally each public speaker\nhas one opportunity to speak. The City Council conducts all Public Hearings in\naccordance with the provisions of applicable Laguna Beach procedure and State law.\nThe presiding officer shall have discretion to establish the time allocated for public\ncomment.
