New 25-Unit Senior Housing Project (Golden Oaks)\n6018 Norwalk Blvd (AIN 8174-041-028)\nDevelopment Review No. DRP21-0039\nZone Change No. ZCG21-0001\nPrecise Plan No. PPD23-0001\nRecommendation: Conduct a public hearing and take the following actions:\n1) Adopt Resolution No. 2023-31 adopting a Mitigated Negative Declaration\nwith a Mitigation Monitoring and Reporting Program in compliance with\nCEQA prepared for Zone Change No. ZCG21-0001, Precise Plan No.\nPPD23-0001 and Development Review No. DRP21-0039 to construct\nand develop a new, two-story 25-unit, senior citizen housing project;\n2) Adopt Resolution No. 2023-32 approving Zone Change No. ZCG21-0001\nto change the existing C-2 (General Commercial) zoning to C-O-PD and\nPrecise Plan No. PPD23-0001 to change the zoning from C-2 to C-O-PD\nand establish a precise plan;\n3) Adopt Resolution No. 2023-33 approving Development Review No.\nDRP21-0039 for the construction of a 25-unit senior citizen housing\ndevelopment.\nEnvironmental Documentation\nPursuant to the requirements of the California Environmental Quality Act\n(CEQA) a Mitigated Negative Declaration (MND) with a Mitigation\nMonitoring and Reporting Program (MMRP) has been prepared for the\nproject. The Mitigated Negative Declaration and Mitigation Monitoring and\nReporting Program were posted for a 30-day review period starting March 3,\n2023, and ended on April 3, 2023. Hazardous Wastes Sites: The project\nsite is not identified on any of the lists enumerated under Government Code\nSection 65952.5. Detailed actions and noticing requirements are covered in\nthe staff report and supporting documents.
