CC 19. Purchase and Sale Agreement with Los Angeles County\nRecommendation(s):\n1. Find the purchase of property categorically exempt under the California Environmental\nQuality Act and authorize staff to execute and file a Notice of Exemption.\n2. Approve the Purchase and Sale Agreement with Los Angeles County for Assessor’s Parcel\nNumber (APN): 3107-022-900, located in the Fox Field Specific Plan area.\n3. Authorize the City Manager, or his designee, to finalize, negotiate, and execute (i) a\nPurchase and Sale Agreement; and (ii) all documents necessary or appropriate to complete\nthe transaction.\nAs a regional emergency preparedness and response facility, the Parris Center is designed to\nserve as a hub for emergency sheltering, disaster response coordination, and essential\ncommunity services during natural disasters, public safety incidents, and other emergency\nevents. Reliable access to utilities such as electricity and water are a fundamental component\nof emergency preparedness and continuity of operations. To provide needed water resources\nand infrastructure, the City’s acquisition of the subject parcel from Los Angeles County is\nnecessary.
