Adopt Resolution No. ____, preliminary approving the Engineer's Report, fixing time and\nplace for public hearing on the levy of the proposed assessment, and declaring its intention to\nlevy and collect assessments within Lancaster Drainage Benefit Assessment District.\nThe City Council previously formed the Lancaster Drainage Benefit Assessment District,\nincluding the establishment of separate zones, and submitted the proposition to the eligible\nvoters in each respective zone. The majority of voters approved the formation of the District,\nthe separate zones, and the levying of the assessment. The first year's assessment was\npaid by the developers of the property. Each year, thereafter, the City Council, after public\nnotice and hearing, may determine and impose an annual assessment.

Resolution Authorizing the City Manager to Submit Proposition 218 Assessment Ballots in\nSupport of Proposed District Assessments and Refrain from Protesting the Proposed Sewer\nService Charge for City-Owned Parcels\nRecommendation(s):\nAdopt Resolution No. ____ authorizing the City Manager, or his designee, to complete,\nexecute, and submit Proposition 218 assessment ballots for City-owned parcels within the\nLancaster Drainage Benefit Assessment District, Lancaster Lighting Maintenance District,\nand Lancaster Landscape Maintenance District No. 1 in support of the proposed assessments,\nand to refrain from submitting protests for City-owned parcels within the Lancaster Sewer\nService Area regarding the proposed sewer service charge.\nOn May 26, 2026, the City Council adopted Resolutions of Intention initiating Proposition\n218 proceedings for the City's Drainage Benefit Assessment District, Lighting Maintenance\nDistrict, Landscape Maintenance District No. 1, and Sewer Service Area. As required by\nProposition 218, notices, assessment ballots, and protest forms were mailed to affected\nproperty owners, including City-owned parcels determined to receive special benefit from the\ninfrastructure and services provided within the respective districts. Approval of the proposed\nresolution would authorize the City Manager, or his designee, to act on behalf of the City as a\nproperty owner and submit the City's assessment ballots in favor of the proposed assessments\nand refrain from protesting the proposed sewer service charge for City-owned parcels.

Adopt Resolution No. ____, generally describing any proposed improvements or\nsubstantial changes in existing improvements, and ordering the assessment engineer, Harris\n& Associates, to prepare and file a report for Lancaster Lighting Maintenance District\n(LLMD), pursuant to provisions of the Landscaping and Lighting Act of 1972 of the Streets\nand Highways Code of the State of California; and\n2. Adopt Resolution No. ____, preliminarily approving the Engineer’s Report, fixing time\nand place for public hearing on the levy of the proposed assessment, and declaring its\nintention to levy and collect assessments within LLMD, pursuant to Part 2 of Division 15 of\nthe Streets and Highways Code of the State of California.\nOn March 11, 2003, the City Council directed that an election be held asking the\nproperty owners within the LLMD to approve an increase in the annual street lighting\nassessment to $70 per lighting unit, including a Consumer Price Index (CPI) based\ninflator. LLMD was formed, including subsequent annexations thereto, for the purpose\nof financing maintenance operations and installation of public lighting facilities, including,\nbut not limited to street lights, public parking lot lights, and highway safety lights (public\nand assessing those properties, which benefit from this service their proportionate share of\nthe cost. Each year, the City Council must, by law, order the preparation of an Engineer’s\nReport describing the existing and proposed maintenance services, and conduct a public\nhearing to establish and order the amount of assessment for the next fiscal year.

The proposed budget is a\nculmination of many months of work by the City Council and staff in reviewing priorities and\nevaluating programs, with a focus on maintaining responsive and relevant services for\nresidents.

The proposed MOU\nestablishes wages, hours, benefits, and other terms and conditions of employment for sworn\nfull-time employees represented by the Association for the period of July 1, 2026 through\nJune 30, 2030.

Authorize the City Manager or his designee to execute the Memorandum of Understanding\non behalf of the City, including all necessary documents, amendments, and provisions,\nsubject to the City Attorneys approval.\nEmployees Union, Local 986 (Teamsters Local 986), have completed negotiations for a\nsuccessor Memorandum of Understanding covering employees represented by the bargaining\nunit. Representatives of the City and Teamsters Local 986 engaged in good-faith negotiations\nand have reached a tentative agreement on wages, benefits, and working conditions for a\nfour-year term beginning July 1, 2026, and ending June 30, 2030.

Update Exhibit “B” of the Schedule of Pricing & Contract Term to increase FY2025/26\npricing to a not to exceed amount of $140,000 for all services.\n5. Approve Amendment No. 3 of the CliftonLarsonAllen LLP (CLA) professional auditing\nservices agreement extending the term of the agreement by 1 year to June 30, 2027.\n6. Authorize the City Manager or his designee to finalize and execute the terms and\nconditions of the proposed Second and Third Amendments.\nOn March 22, 2022, the City awarded the professional auditing services agreement to\nCliftonLarsonAllen LLP (CLA) through a competitive bid. These services included an\nAnnual Comprehensive Financial Report (ACFR) and its component unit financial statements\nLancaster Community Services Foundation, California Choice Energy Authority and the\nLancaster Choice Energy. Also in 2022, the Government Accounting Standards Board\n(GASB) released new standards resulting in an additional need for services provided by\nCLA. On May 07,2024, the Council approved Amendment No 1, which amended the scope\nof services under the original agreement.

Find the purchase of property categorically exempt under the California Environmental\nQuality Act and authorize staff to execute and file a Notice of Exemption.\n2. Approve the Purchase and Sale Agreement with Los Angeles County for Assessor’s Parcel\nNumber (APN): 3107-022-900, located in the Fox Field Specific Plan area.\n3. Authorize the City Manager, or his designee, to finalize, negotiate, and execute (i) a\nPurchase and Sale Agreement; and (ii) all documents necessary or appropriate to complete\nthe transaction.\nAs a regional emergency preparedness and response facility, the Parris Center is designed to\nserve as a hub for emergency sheltering, disaster response coordination, and essential\ncommunity services during natural disasters, public safety incidents, and other emergency\nevents. Reliable access to utilities such as electricity and water are a fundamental component\nof emergency preparedness and continuity of operations. To provide needed water resources\nand infrastructure, the City’s acquisition of the subject parcel from Los Angeles County is\nnecessary.

Approve a five-year lease agreement, via Lease Servicing Center, Inc. dba NCL\nGovernment Capital (“NCL”), utilizing a Sourcewell contract awarded to Sewer Equipment\nCo. of America.\n2. Find that this item is not a project under the California Environmental Quality Act.\n3. Authorize the City Manager, or his designee, to negotiate, finalize and execute the lease\nagreement, as well as any ancillary agreements or approvals, all in a form approved by the\nCity Attorney.\n4. Authorize the City Manager, or his designee, to sign all documents.\nTo maintain the current level of service and meet Best Management Practices in sewer\ncleaning and maintenance, this procurement is necessary due to the age and ongoing\nmechanical issues with existing equipment, which is well beyond its service life. This\nprocurement ensures the Public Works Department stays aligned with industry standards and\nlegislative requirements, and maintains a professional level of service delivery.

Memorandum of Understanding with Antelope Valley Transit Authority Regarding Bus Stop\nRecommendation(s):\nApprove a Memorandum of Understanding (MOU) with the Antelope Valley Transit\nauthorize the City Manager, or his designee, to sign all documents.\nThe proposed MOU is for only two (2) fiscal years, because AVTA is currently studying\npotential route enhancements that could impact the number of stops located in Lancaster.\nOnce AVTA has completed this study and adopted any resulting route changes, City staff will\nwork with AVTA staff to determine the resulting maintenance service needs and costs for a\npotential subsequent MOU.

Vehicle Miles Traveled Program Update\nRecommendation(s):\nAdopt the Vehicle Miles Traveled Program Update and City of Lancaster Local\nTransportation Assessment Guidelines.\n(VMT) Impact Fee Mitigation Program to assist developers in mitigating their VMT impacts\nas it was proving difficult to mitigate under other mechanisms. The modeling used to create\nthis program utilizes the travel demand model associated with the Southern California\nAssociation of Government’s 2024 Regional Transportation Plan/Sustainable Communities\nStrategy (RTP/SCS).

Approve Resolution No. _________, a resolution of the City Council of\nLancaster adopting a policy addressing disruption of telephonic or internet service during\npublic meetings.\n2. Approve Resolution No. _________, a resolution of the City Council of Lancaster\ndetermining reasonable efforts to encourage public participation in meetings pursuant to\nGovernment Code Section 54953.4.\nThe Ralph M. Brown Act (Brown Act) establishes requirements for open and public meetings\nof local legislative bodies. In 2025 the Brown Act was amended via Senate Bill 707 to\ninclude additional requirements to encourage more public participation at meetings. Senate\nBill 707 requires that the City Council determine and make reasonable efforts to invite\ngroups that do not traditionally participate in public meetings to attend those meetings. The\nbill requires beginning July 1, 2026, and until January 1, 2030, an eligible legislative body, as\ndefined to comply with additional meeting requirements.

Approve funding awards under the Vandalism Prevention & Community Enhancement\nGrant Program (NOFA 876-26) in a total amount not to exceed $383,001 for three eligible\nprojects.\n2. Authorize the City Manager, or his designee, with concurrence of the City Attorney, to\nfinalize, negotiate and execute grant agreements and related documents necessary to\nimplement the program.\n876-26 for the Vandalism Prevention & Community Enhancement Grant Program. The\nprogram was established to support projects that prevent and deter vandalism, improve\ncommunity safety, enhance commercial corridors, strengthen community serving facilities,\nand advance the City's economic development and revitalization goals. Introduce Ordinance No. ____, adopting the First Amendment to Development\nAgreement (DA) No. 18-01 for the Avanti South Specific Plan (SP 15-02) (DA No. 26-002)\nto extend the term by seven years for a maximum of 27 years and restate the construction\nmilestones.\nThe developer has requested an extension to the development agreement to allow for a total\npossible term of 27 years from the effective date of April 23, 2019. Additionally, the\nconstruction milestones have been restated to align more closely with the new term of the\ndevelopment agreement. Specifically, the developer is required to start construction no later\nthan December 31, 2032, and complete a minimum of 300 units no later than December 31,\n2034. If the construction milestones are not met, the development agreement would expire.\nPH 2.
