CC 12. Resolution Authorizing the City Manager to Submit Proposition 218 Assessment Ballots in\nSupport of Proposed District Assessments and Refrain from Protesting the Proposed Sewer\nService Charge for City-Owned Parcels\nRecommendation(s):\nAdopt Resolution No. ____ authorizing the City Manager, or his designee, to complete,\nexecute, and submit Proposition 218 assessment ballots for City-owned parcels within the\nLancaster Drainage Benefit Assessment District, Lancaster Lighting Maintenance District,\nand Lancaster Landscape Maintenance District No. 1 in support of the proposed assessments,\nand to refrain from submitting protests for City-owned parcels within the Lancaster Sewer\nService Area regarding the proposed sewer service charge.\nOn May 26, 2026, the City Council adopted Resolutions of Intention initiating Proposition\n218 proceedings for the City's Drainage Benefit Assessment District, Lighting Maintenance\nDistrict, Landscape Maintenance District No. 1, and Sewer Service Area. As required by\nProposition 218, notices, assessment ballots, and protest forms were mailed to affected\nproperty owners, including City-owned parcels determined to receive special benefit from the\ninfrastructure and services provided within the respective districts. Approval of the proposed\nresolution would authorize the City Manager, or his designee, to act on behalf of the City as a\nproperty owner and submit the City's assessment ballots in favor of the proposed assessments\nand refrain from protesting the proposed sewer service charge for City-owned parcels.
