A. Second Public Hearing and Approval of the Program Year (PY) 2026-2027\nAction Plan for the Community Development Block Grant, Home\nInvestment Partnerships, and Community Development Block Grant\nCoronavirus Programs The PY 2026-2027 Action Plan serves as the\nannual application for federal funds under the Department of Housing and\nUrban Development (HUD) Community Development Block Grant (CDBG)\nand Home Investment Partnerships Program (HOME) formula grant\nprogram. The City anticipates receiving $542,776 in CDBG funds and\n$230,551.14 in HOME funds to support eligible projects during the PY\n2026-2027. As a recipient of CDBG funds, the City has also previously\nreceived Community Development Block Grant Coronavirus (CDBG-CV)\nfunds with a current balance of approximately $200,000. A list of staff-\nendorsed projects was developed based on funding requests and\nongoing CDBG and HOME funded activities. These recommendations are\nconsistent with the housing and community development priorities that\nthe City has set in the past and meet the CDBG and HOME eligibility\nrequirements.\nRecommendation: That the City Council take the following actions:\n1. Conduct the public hearing and take any public comments;\n2. Approve and authorize the submittal of the PY 2026-2027 Action\nPlan, including CDBG, HOME, and CDBG-CV funding\nrecommendations to HUD;\n3. Authorize the City Manager to execute all appropriate and necessary\ndocuments to receive funding and implement approved use and\nmake necessary budget adjustments based on HUD’s final allocation\namount; and
