A. Second Public Hearing and Approval of the Program Year (PY) 2026-2027\nAction Plan for the Community Development Block Grant, Home\nInvestment Partnerships, and Community Development Block Grant\nCoronavirus Programs The PY 2026-2027 Action Plan serves as the\nannual application for federal funds under the Department of Housing and\nUrban Development (HUD) Community Development Block Grant (CDBG)\nand Home Investment Partnerships Program (HOME) formula grant\nprogram. The City anticipates receiving $542,776 in CDBG funds and\n$230,551.14 in HOME funds to support eligible projects during the PY\n2026-2027. As a recipient of CDBG funds, the City has also previously\nreceived Community Development Block Grant Coronavirus (CDBG-CV)\nfunds with a current balance of approximately $200,000. A list of staff-\nendorsed projects was developed based on funding requests and\nongoing CDBG and HOME funded activities. These recommendations are\nconsistent with the housing and community development priorities that\nthe City has set in the past and meet the CDBG and HOME eligibility\nrequirements.\nRecommendation: That the City Council take the following actions:\n1. Conduct the public hearing and take any public comments;\n2. Approve and authorize the submittal of the PY 2026-2027 Action\nPlan, including CDBG, HOME, and CDBG-CV funding\nrecommendations to HUD;\n3. Authorize the City Manager to execute all appropriate and necessary\ndocuments to receive funding and implement approved use and\nmake necessary budget adjustments based on HUD’s final allocation\namount; and

National League of Cities 2026 Summer Board and Leadership Meeting –\nLouisville, KY – July 8-10, 2026 The City Council will consider authorizing\nthe attendance of any Council Member who wishes to attend the 2026\nNational League of Cities 2026 Summer Board and Leadership Meeting to\nbe held in Louisville, Kentucky, from July 8-10, 2026. The Summer Board\n& Leadership Meeting brings together National League of Cities Board of\nDirectors, Federal Advocacy Committees, and Member Councils to\ndiscuss policy priorities, strategic goals and address emerging issues\naffecting municipalities.\nRecommendation: That the City Council authorize the attendance and finance\nof any Council Member that attends the 2026 National League of Cities 2026\nSummer Board and Leadership Meeting to be held in Louisville, Kentucky, from\nJuly 8-10, 2026.\nStaff Report

Agreement with the Los Angeles County Metropolitan Transportation\nAuthority for One-Time Disbursement of Proposition C Funds to Fulfill\nUnprogrammed Surface Transportation Program – Local Balance, and\nAdoption of Resolution No. 2026-29 to Appropriate the Funds to the Valley\nBoulevard Resurfacing Project No. 21031 On April 24, 2025, the Los\nAngeles County Metropolitan Transportation Authority (LACMTA) Board\napproved using Proposition C funds for a one-time disbursement of funds\nProgram – Local balance. The amount that the City will receive is\n$153,186.00.\nRecommendation: That the City Council take the following actions:\n1. Authorize the City Manager to enter into a Fulfillment Agreement No.\n9200000000FUL24 with LACMTA to provide Proposition C funding in\nthe amount of $153,186.00 for use on the Valley Boulevard\nResurfacing project; and\n2. Adopt Resolution No. 2026-29 to appropriate $153,186.00 in Prop C\nfunding to the Valley Boulevard Resurfacing Project No. 21031.\nStaff Report\nPolicy The approval of this item approves the Annual Investment Policy\nand delegation of investment authority to the Finance Director/City\nTreasurer for FY 2026-27. Staff has reviewed the City’s current investment\npolicy in light of recent amendments to California law and recommends\nlimited updates to maintain consistency with current statutory authority\nand clarify certain policy provisions.\nRecommendation: That the City Council approve the proposed updates to the\nCity’s Investment Policy; and delegate investment authority to the City\nTreasurer for the upcoming year, in accordance with Government Code Section\n§53607.\nStaff Report

Adoption of Resolution No. 2026-35 Approving ARPA Funding\nReallocation and Fiscal Year 2025-26 Budget Amendments Staff is\nrequesting City Council approval to amend the Fiscal Year 2025-26 Budget\nto appropriate available restricted funds for eligible expenditures,\nincluding the reclassification of available American Rescue Plan Act\n(ARPA) savings to the City Hall Basement Remodel project, and\nadjustments to Measure A, Proposition A, and Proposition C funding.\nRecommendation: That the City Council adopt Resolution No. 2026-35,\nauthorizing the following actions:\n1. Reclassify previously obligated American Rescue Plan Act (“ARPA”)\nfunds in the amount of $70,754.54 from completed or closed projects\nto the City Hall Basement Remodel project.\n2. Amend the Fiscal Year 2025-26 Budget to appropriate $70,754.54 in\nreclassified ARPA funds to the City Hall Basement Remodel project.\n3. Amend the Fiscal Year 2025-26 Budget to recognize $110,000 in Los\nAngeles County Measure A revenue and appropriate $110,000 in\ncorresponding Measure A expenditures.\n4. Amend the Fiscal Year 2025-26 Budget to appropriate an additional\n$10,000 in Proposition A funds for Senior Excursions in Fund 215,\nDivision 4030 Senior Services, increasing the appropriation from\n$40,000 to $50,000.

A. Council Comments\ny Council of Governments Regional Early Action\nPlanning 2.0 - Affordable Housing Incubator for City Owned Properties on\nHart Avenue (APNS: 8594-022-900, -901, -902, & 8594-027-900)\nIn August 2025, the City entered into an agreement with the San\nGabriel Valley Council of Governments for technical assistance to\nanalyze four vacant parcels (Hart Properties) acquired in December\n2023 along Hart Avenue between Marshall Street and Ramona\nBoulevard, for a mixed income housing development. The\nconceptual site plans provide for a total of 30 housing units, with\nfive moderate-income affordable units, developed for a fee simple\nownership model using small lot subdivision standards in the\nZoning Code, and would require usage of State density bonus law,\nconcessions, and waivers.\nRecommendation: That the City Council direct staff to include a rezoning\nand redesignation of the site in the concurrent zoning code update project,\ndiscuss, and provide further direction to City staff.\nStaff Report\nPresentation\n6. G. Award of Contract for the Purchase & Delivery of Swimming Pool\ncontract with Waterline Technologies for the purchase and delivery of\nswimming pool chemicals for the Rosemead Aquatic Center and Splash\nZone. The purpose of this agreement is for the continuous purchase and\ndelivery of chemicals to our aquatic facilities: Rosemead Park Aquatic\nCenter and the Splash Zone at Garvey Park.\nRecommendation: That that the City Council approve the proposed contract\nwith Waterline Technologies from July 1, 2026, to June 30, 2028, and authorize\nthe City Manager to execute the contract on behalf of the City.
