Staff request to provide a letter of support for the San Diego Rescue Mission (SDRM)\napplication for the U.S. Department of Housing and Urban Development (HUD) Notice of\nFunding Opportunity (NOFO) administered by the Regional Taskforce on Homelessness’\n(RTFH) FY 2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) grant\nto provide regional street outreach services throughout the County of San Diego\nconsidered by the City Council is exempt from the California Environmental Quality Act\n(CEQA) because it is not a "project" under Section 15061(b)(3) of the CEQA Guidelines\nbecause it can be seen with certainty that there is no possibility that the activity in\nquestion may have a significant effect on the environment. The action is also exempt\nfrom CEQA under Section 15378(b)(5) of the CEQA Guidelines because it involves an\norganizational or administrative activity of government that will not result in the direct or\nindirect physical change in the environment.
