10A. Public hearing to consider a timely-filed appeal (Case No. APPEAL-009901-2026) of the\nPlanning Commission’s approval for a 27-unit single-family development on a 7.188-acre\nvacant site. The project is located at 501 Ocean Bluff Way. Environmental\nConsiderations: An Environmental Impact Report (EIR) was prepared to analyze the\npotential environmental effects of the project. In accordance with the California\nEnvironmental Quality Act (CEQA), the draft EIR was published for a 45-day review\nperiod from May 16, 2025, to June 30, 2025. Comments received during the public\nreview period and corresponding responses are included in the Final EIR. Comments\nwere received from one state agency (California Department of Fish and Wildlife) and 16\nindividuals (several of whom submitted multiple comment letters). Through the analysis\nprovided in the EIR, it was determined the project would not result in significant\nenvironmental impacts with the incorporation of mitigation measures to reduce the\nenvironmental impacts to less than significant levels for: • Air quality • Biological\nResources • Cultural Resources • Noise and Vibration • Tribal Cultural Resources\nMitigation measures are identified in the EIR to reduce the environmental effects to less\nthan significant levels. The Mitigation Monitoring and Reporting Program (MMRP) is\nincluded as part of the resolution certifying the Final Environmental Impact Report and\nprovides additional details of the required environmental mitigation measures.Contact\nPerson: Planning Manager Maynard\nRecommended Action: Deny the appeal and adopt draft City Council Resolution No.\nDenying an Appeal Filed by Carol Wood and Affirming the Planning Commission's\nApproval of a Density Bonus Tentative Map, Design Review Permit and Coastal\nDevelopment Permit to Authorize the Subdivision of 27 Residential Lots and the\nConstruction of a Single-Family Residential Development Consisting of 27 Single-Family\nResidences (24 Market Rate Units and 3 Very Low-Income Units), Open Space,\nGrading, and Landscaping Improvements, Located at 501 Ocean Bluff Way (APN 258-\n141-23, 258-141-24, 258-141-25, and 258-141-26)" affirming the Planning Commission's\ndecision to adopt Resolution No. PC 2026-05, 2026-06 and 2026-07 approving the\ndensity bonus tentative map and waivers, design review permit, and coastal\ndevelopment permit (Case No. MULTI-006443-2023, SUB-006459-2023, DR-006444-\n2023, CDP-006445-2023, CDP-008050-2025, ENV-007304-2024) with conditions, and\nthe Mitigation, Monitoring and Reporting Program.
