Public hearing for consideration of adopting resolutions authorizing the annual indexed\nadjustments to the cost of services schedule (User Fees) for planning and engineering\ndevelopment processing fees and the Outdoor Dining Right-of-Way Usage Fee for\nFiscal Year 2026-27. Environmental Considerations: The action being considered by the\nCity Council is exempt from the California Environmental Quality Act (CEQA) because it\nis not a "project" under Section 15061(b)(3) of the CEQA Guidelines because it can be\nseen with certainty that there is no possibility that the activity in question may have a\nsignificant effect on the environment. The action is also exempt from CEQA under\nSection 15378(b)(5) of the CEQA Guidelines because it involves an organizational or\nadministrative activity of government that will not result in the direct or indirect physical\nchange in the environment.
