J.5 Salary, Classification and Compensation Plans\nRecommendation: That the City Council\n1. Adopt Resolution 2026-071 approving the FY 2026/2027 Salary and Compensation Plans to include the following:\nApproval of a 3% adjustment to the FY 2026/2027 Management Salary Schedule and 6% increase in health care\nbenefits.\nApproval of a 3% adjustment to the FY 2026/2027 Confidential Salary Schedule , and 6% increase in health care\nbenefits.\nApproval of a 3% adjustment to the FY 2026/2027 SBEA Miscellaneous Salary Schedule and 6% increase in health\ncare benefits.\nApproval of a 3% adjustment to the FY 2026/2027 Marine Safety Salary Schedule and 5% increase in health care\nbenefits.\nApproval of an increase in health care benefits for SBFA employees based on the median of CalPERS health rates for\neach Plan Year of the contract.\nApproval of the FY 2026/2027 Part-Time/Temporary/Seasonal Salary Schedule, and to adjust positions in pay\ngrade PTS 9101, 9121, and 9141 according to the California Minimum Wage effective January 1, 2027.\nApproval 6% increase in health care benefits for the City Manager and Council Members commensurate with SBEA-\nMISC members.\nApproval of the following new Staff position and creation of the following classification:\nAdministrative Services Director\nApproval of the following job title change:\nFrom “Community Development Director” to “Planning Director”\n2. Authorize the City Treasurer to amend the FY 2026/2027 Adopted Budget accordingly.
